Job Title: RAIN+ Monitoring and Evaluation Officer

Location: Mumbwa district of Central Province

Start date: 15th February, 2017

Contract duration: 15 months or to 31st March 2018

Reporting to: District Programme Coordinator

Liaises with: Concern Zambia PM&E Coordinator, Country Director, Director Programmes Programme Support Officer, Marketing and Women Facilitation Officer, Nutrition Officer, Community Development Facilitators (CDF), Systems and Finance teams and Partner staff.

Context:

Concern Worldwide Zambia has been implementing Realigning Agriculture to improve Nutrition Project since 2011, learning from RAIN, RAIN+ was started in 2015 which aimed to improve on the old project in empowering women as pathway for improved household nutrition. The RAIN+ is being implemented in 4 wards of Mumbwa district and will run till March 2018. With collaboration from Ministries of Agriculture, Health, Local Government and Housing and with local partnership from Mumbwa Child Development Agency (MCDA) and Women for Change, the project targets 6,192 primary beneficiaries who are mothers with Children below the age of 2 years, pregnant and lactating mothers. The project also has a strong component of marketing and improving service delivery through social accountability. It is funded by DFID with co-funding from Concern.

Monitoring, evaluation and learning are at the heart of this project and RAIN+ M&E Plan requires that indicators as prescribed in the project indicator framework and activities are tracked on a monthly, quarterly and annual basis. This involves checking both outputs and impact indicators using both qualitative and quantitative data gathering techniques and in particular supporting the use of Digital Data Gathering Devices (DDGs) by the Community Development Facilitators (CDFs).

Job purpose:

The PM&E Officer will contribute to the routine monitoring, impact evaluation and overall learning component of the project under the supervision of the DPC. In this support function, s/he will provide technical guidance to the Project Support Officer, Nutrition Officer, Market Officer, the Community Development Facilitators and the Field Animator from WFC for the timely collection of quality data through Digital Data Gathering devices to inform the project implementation and feed into the learning from the intervention. Importantly, s/he will lead quarterly surveys and be part of the quarterly review meetings and conduct independent random monitoring to advise the DPC on what changes may be required in accordance with the M&E plan.

Main duties and Responsibilities

  • Technical backstopping for the quarterly surveys that will be conducted as and when planned.
  • Provide technical support for the project staff on use of the Digital Data Gathering Devices (DDG) and to be local focal point person for any trouble shooting.
  • Ensure partner organisations and involved in review and design of monitoring systems.
  • Updating the dashboard every two months and provide summary of key areas for review during quarterly and /or monthly meeting.
  • With support from PSO, review the field monitoring forms and ensure they are uploaded in the DDGs and that CDFs are regularly collecting data on monthly basis.
  • Review and update quarterly surveys, sampling methodologies and tools for data collections
  • Review the RAIN+ M&E plan and ensure its implementation.
  • Support the gathering of reliable project performance data based on agreed data collection tools to monitor and understand project outcomes, outputs and process indicators.
  • Contribute to developing regular summary analysis of data for different reports as requested.
  • Lead the projects’ data quality check before entering to the dashboard, and provide regular feedback to the field team on the quality of the data.
  • Actively takes part in project review meetings and provide information from the database to Concern and partners for management decision.
  • Conduct regular visits to projects’ target communities to monitor markets, consumption and agriculture production.
  • Conduct regular field visits to verify data and provide feedback to improve data collection methodologies and approaches.
  • To facilitate  learning events for the wider RAIN+ team including key partners for gathering and distilling learning and adjustment of the monitoring framework and tools.
  • Train Concern and partner staff as required.
  • Work with Nutrition officer/Consultant to conduct barrier analysis for RAIN+
  • Support the Stories of Change longitudinal studies on women empowerment.
  • Conduct inputs distribution checks and help with distribution report/reconciliation.
  • Assist with end line evaluation of the project by the external consultants.
  • Perform any other tasks aimed at improving the project requested by the line manager.

Others duties

  • Contributes to the Humanitarian Accountability Partnership ( HAP) and Programme Participants Protection Policy (P4) as described in the HR Manual
  • Any other tasks aimed at improving Concern’s programme quality in Zambia as requested by the line manager.

PERSON SPECIFICATION

Education, Qualifications

Essential:  University degree in Statistics, Mathematics or IT

Desirable:  Additional training in M&E. Degree or qualification in a development subject including nutrition, agriculture, gender or similar.

Experience Required:

Essential:

  • Experience in field data collection, data quality control, data management and analysis
  • Strong Experience in using digital data gathering devices ( DDG)

Desirable:

  • Experiences in working with projects related to agriculture, gender, nutrition and health

 

Special Skills, Aptitude or Personality Requirements:

 

Essential:

  • Ability to ride a motorbike
  • Excellent computer skills: MS Office (Word, Excel, Access)
  • Ability to use software packages such as SPSS
  • Experience in working with a team
