Bursar Job: University of Zambia


JOB TITLE: BURSAR
PURPOSE: Reporting to the Registrar and as a Principal Officer, responsible for the financial planning and general administration of the finances of University in line with the requirements of the Higher Education Act No. 4 of 2013 and the policies and procedures approved by the University Council.

RESPONSIBILITIES

  1. Planning
    • Oversee the formulation of the annual budget
    • Develop a strategic direction for the business, along with supporting tactics
    • Monitor the progress of the University in meeting its strategic goals
  2. Operations
    • Manage the accounting, treasury and strategic functions of the University
  3. Financial Information
    • Oversee the compilation of the financial information into statutory financial statements in compliance with International Financial Reporting & International Accounting Standards
    • Oversee the compilation of periodical management accounts
    • Report financial results to Management, the Council and other stakeholders
  4. Financing
    • Monitor projected cash balances
    • Arrange for financing to meet future cash requirements of the University
    • Maintain relationships with banks, lenders, Ministry of Finance and other stakeholders
  5. Risk Management and Financial policies
    • Take steps to mitigate risks, including the use of internal controls systems, shifting risk to other parties and insurance coverage
    • Develop and update financial regulations, policies, procedures and internal controls
    • Ensure that the financial regulations, policies, procedures and internal controls are adhered to.

QUALIFICATIONS

  • Minimally qualified for entry into University.
  • Holder of ACCA, CIMA or ZICA professional qualification
  • Masters degree in Accounting, Finance or Business Administration
  • A minimum of ten (10) years post qualifying experience, five (5) of which must have been gained at Senior Management Level
  • Fellow Member of ZICA.
The position of Bursar is a performance-based contractual job and the successful candidate will be offered an attractive and competitive remuneration package.
