Director of Programmes Wanted In Zambia: NACSEC


The National HIV/AIDS/STI/TB Council (NAC) established through an Act of Parliament No. 10 of 2002, is charged with the responsibility of developing and coordinating policies, plans and strategies for the prevention and combating of HIV, AIDS, STIs and TB in order to reduce the impact of the epidemic.

To strengthen and enhance its mandate, applications are invited from suitably qualified and experienced Zambians to fill the following vacancies based at the NAC secretariat in Lusaka:

 DIRECTOR PROGRAMMES (GRADE 2)

Job Purpose

Reporting to the Director General, the Director Programmes is responsible for overseeing and managing the operations of the Directorate in order to support and coordinate the development of policies, plans and strategies for the effective delivery of comprehensive HIV and AIDS prevention, care, treatment, mitigation services and resource mobilisation in all sectors.

Principal Accountabilities

  • Contributes to and coordinates the development of multi-sectoral policies and HIV and AIDS policies
  • Manages timely, development and implementation of policies and guidelines in order to ensure effective management of the response
  • Ensures that appropriate and consistent advocacy is undertaken in relation to Prevention, impact, treatment, care and support programmes
  • Ensures effective liaison with all sectors on the implementation of HIV and AIDS multi-sectoral response
  • Coordinates, supervises and monitors the activities of HIV and AIDS response in all sectors
  • Ensures availability and accessibility of information regarding Multi-sectoral response and support services
  • Coordinates the development of the national multi-sectoral costed work plans
  • Ensures and develops, in collaboration with other sectors/stakeholders, programmes, projects and sub-project campaign activities
  • Facilitates the development of mechanisms for the multi-sectoral response
  • Ensures multi-sectoral strategies are in place to provide equity of access to services in the NASF pillars related to Prevention, impact, mitigation, treatment, care and support programmes
  • Oversees timely, monitoring and evaluation of planned activities in order to facilitate implementation of appropriate interventions
  • Oversees timely, the development and implementation of capacity building interventions in order to impart appropriate skills and knowledge
  • Oversees timely, in liaison with HR, implementation of staff development programmes in order to build capacity and improve performance
  • Manages timely, in liaison with HR, the development of work plans and operationalization of the annual performance system (APAS) in order to monitor, evaluate and enhance performance
  • Manages effectively, the utilisation of human, financial and material resources in the directorate in order to ensure effective and efficient operations and the attainment of the directorate’s objectives.

Knowledge and Skills Requirements

  • School (Grade 12) Certificate or equivalent with 5 ‘O’ level credits which include English and Mathematics
  • Master’s Degree in Public Health, International Health, Social Sciences or, related qualification from a recognized university
  • Five (5) years’ experience at senior management level in a similar role
  • Experience in multi-sectoral HIV and AIDS Programming
  • Experience in Policy formulation, planning and resource mobilisation and management
  • Knowledge of roles, strengths and development of key stakeholders
  • Knowledge of international best practice in multi-sectoral response
  • Ability to write comprehensive and coherent professional papers/reports
  • Ability to influence others towards achievement of set goals
  • Experience in coaching and developing staff
  • Good communication, management and facilitation skills
  • Ability to chair effective meetings
  • Ability to work in multi professional teams
  • Good interpersonal skills
