Ministry of Health Zambia Recruiting Procurement Specialist


The Ministry of Health is looking for suitable candidates to work under the Zambia Health Systems Improvement Project (ZHSIP). This is a World Bank supported project that is aimed at accelerating progress on Maternal and Child Health MDG’s and also preparedness for emerging challenges, especially Non-Communicable Diseases (NCDs).

The ZHSIP will support specifically, strengthening service delivery, while focusing on results and reducing inequities. The project activities will be targeted to five selected Provinces that are poorer and underserved to scale-up coverage of high impact MNCH and nutrition interventions.

Procurement Specialist (1)

Reports to: Head – Procurement and Supplies Unit

Location: Ministry of Health Headquarters

Duties and Responsibilities

  • Managing the project procurements through the implementation of all related to procurement activities and ensuring that the Country and Guidelines are followed and adhered to in all transactions.
  • Coordinates the collection of information on the procurement needs of the project from relevant departments and institutions implement components of the ZHSIP. Consolidates the submissions and updates the ZHSIP the annual procurement plan and budget with inputs relevant program managers. Ensures that the ZHISP annual procurement plan and budget is integrated into the overall MOH Annual procurement plan.
  • Undertaking the project procurement activities, such as reviewing all the technical specifications for compliance, in liaison with User departments, for goods and works to be undertaken by the project; market research; reviewing Terms of Reference for consultant services; Preparation of the bidding documents, Request for Proposals; Evaluation Reports; Procurement Progress Reports and the training of the bid evaluation committees according to the guidelines.
  • Facilitating and supporting the development of the relevant Project Procurement Plans and be responsible for generating regular updates for the guidance of all the staff involved in procurement from all the implementing agencies of the project.
  • Developing tools for capturing procurement data and identify progress towards the achievement of procurement schedules.
  • Updating the procurement plans regularly depending on need and relevanceParticipate in project technical committees or component team meetings in order to ensure timely implementation progress and a focus on procurement related activities.
  • Coordinating with the Accounting Officer for the regular preparation of Project Management reports, as a part of the World Bank financial reporting requirements and in accordance with the government guidelines.
  • Implements and monitors the implementation of the procurement plan ensuring the requirements of the legal requirement of the credit agreement are fulfilled: (i) For Procurement from proceeds of DLt- use GRZ systems subject to observing (or applying) the requirements listed in attached Modifications of NCB to make the procurements acceptable to the Bank; (ii) For non DLt procurements – use approved procurement plan and observe the Banks Prior or Post Review requirements (see requirements for prior review and publication of contract errands provided in Appendix 1 of the procurement and or Consultants guidelines) and the approved limits for use of particular procurement methods as provided in the approved procurement plan.
  • Provides a roadmap for implementation monitoring and control of the plan;
  • Prepares tender documents as part of preparations for tendering, including the coordination for product/service selection, product/service specifications, quantifications, bill of quantities, drawings and terms of reference for consultants, as appropriate, to provide a clear basis for administering tenders for all procurements on the project;
  • Administers the tendering process, with the assistance of the Procurement Officers in MOH: prepares bidding documents, advertising the tender through electronic and/or print media as required, receives and records bids, opens and evaluates bids according to prescribed criteria so that the best consultant/contractor/supplier is selected, prepares accurate and complete evaluation reports.
  • Maintain accurate project filing systems covering all project activities (including contract agreements with implementing partners, monitoring and evaluation reports, and photographic evidence of outputs, among others;
  • Coordinate project procurement and logistics activities with administrative support personnel;
  • Support information dissemination activities and advocate for the project among key stakeholders;
  • Proposed salary should be in line with the Speclslist position and level of effort to support procurement of the project.
  • Undertake other procurement related duties as may be required by the supervisor.

Qualifications

Education and Experience:

  • Full Grade 12 School Certificate with a minimum of five 0 level credits including English and Mathematics
  • Bachelor’s degree in Business, Procurement, Supply Chain, Finance or any related field.
  • Must be a member of a professional procurement body such as the Chartered Institute of Purchasing and Supply (CIPS) and the Zambia Institute of Purchasing and Supply (ZIPS).

Competencies:

  • Knowledge of public procurement principles, systems, process and planning, and approaches to international procurement with proven ability to independently provide well researched analyses of procurement system issues and challenges.
  • Strong understanding of critical linkages and relationships among clients’ business drivers, business operations and objectives, and Procurement processes in the Health Sector would be an advance.
  • Proven ability to conceptualize, and design procurement capacity building activities.
  • Experience with the World Bank financed projects andfamiliarity with World Bank Procurement Policies and Guidelines would be of definite advantage.
  • 5 years’ professional experience, with at least three (3) in supervising and coordinating procurement activities.
  • Excellent oral and written communication skills
  • Computer literate, particularly in MS Word and Excel

The appointments will be on a one (1) year renewable contract based on satisfactory performance and needs.
