Bioenergy definition: We define bioenergy as a source of energy derived from forest land, forest, manure and municipality waste or energy crops for electricity, heat or transport.

About you:

  • You have good knowledge of programme implementation, monitoring and evaluation techniques and practices and familiar with impact assessments.
  • The biggest benefits of this role are, having to contribute to shaping the potential bioenergy market in Zambia by defining the scope and potential for growth in this sector.
  • The biggest challenge of this role will be multitasking and completing documents to adhere to international “client-ready” levels.
  • The current team around this role is made up of a bioenergy feedstock experts, strategic planning & business development, project funding, household/medium/large bioenergy experts, demand expert, gender/social/climate change experts, government procedures expert, monitoring & evaluation and behavioural change communication expert. The team, in general, describes themselves as passionate, adaptable and ultimately, capable.

About the Role – Main purpose and scope of work:

  • The Monitoring and Evaluation Expert is responsible for Project reporting according to the Monitoring and Evaluation (M&E) Plan and will support the Project team in the successful tracking of all activities towards the project objectives.

Duties and key responsibilities:

  • Develop program goals and objectives of M&E Plan for the bioenergy component and align with theory of change of CIGZambia.
    • What problem is the program trying to solve?
    • What steps are being taken to solve that problem?
    • How will program staff know when the program has been successful in solving the problem?
  • Develop intermediate outputs and objectives for the program to help track successful steps on the way to the overall bioenergy program goals.
  • Define program indicators measuring process, or what is being done in the bioenergy program, and indicators measuring outcomes.
  • Develop methods for gathering data and how often various data will be recorded to track indicators together with bioenergy program staff, stakeholders, and donors.
  • Identify roles and responsibilities on who is responsible for collecting the data for each indicator.
  • Create an analysis plan and reporting templates.
  • Create plan for dissemination and donor reporting.
    • How will M&E data be used to inform staff and stakeholders about the success and progress of the program?
    • How will it be used to help staff make modifications and course corrections, as necessary?
    • How will the data be used to move the field forward and make program practices more effective?
  • The work scope may also include M&E work for clients of CIGZambia with potential details to be defined.

Required Qualifications / Minimum Requirements:

  • First level university degree in statistics, demographics, public policy, international development, economics, or related field. Advanced certificate in M&E, statistics or economics preferred.
  • >5 years of experience being involved in a project of similar or related nature, size, and complexity, with national or local governments, NGOs, or donors; preference given to a candidate who has worked in bioenergy settings.
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to partners and target beneficiaries.
  • Ability to facilitate and serve as project liaison for externally managed evaluations.
  • Proven relevant working experience in Zambia.
  • Worked for 2 organisations (> 2 years’ experience with each).
  • Working knowledge of MS Excel Formulas.
  • Working knowledge of MS Word Styles.
  • Working knowledge of MS PowerPoint Shape Formatting.
  • Capable of sitting for hours behind a computer screen to put in the work.
  • Capable to conduct field work in rural areas/environment.
