Job Title: Programme Officer

Purpose of job:

Lead on day to day Programme Management, Internal Monitoring, Evaluation, and Knowledge Management support required for the implementation of programme activity. The Programme Officer will liaise closely with technical, administrative and support staff to facilitate effective use of systems and processes required to support day to day programme management, internal M&E and knowledge management implementation to ensure that results are achieved in accordance with stated client, programme and British Council standards and requirements.


Accountabilities, Duties and responsibilities:

Consultancy support:
To coordinate programme systems and processes to provide a high level of support for the delivery of TA activities.
Main duties will include;

  • Support administration of the consultancy including processes affecting the arrival, presence and exit of consultants (internal and external) to ensure they carry out their duties effectively
  • Make key programme policy documents available to consultants, e.g. Equality policy; IT Usage Policy: Code of Conduct
  • Participate and support in the design of implementation of TA annual workplans
  • Accountable for all TA activity implementation support to consultants and the technical unit as requested
  • Support quarterly and annual reports writing
  • Lead in maintaining the consultants’ data base and undertaking first level evaluation of consultancy candidates’ CVs and to support consultants’ selection process
  • Lead in supporting TA activities related to bookings for workshop/meeting venues, day to day support to during the facilitation of workshops/meetings and publication of information materials
ZESSTA Internal Monitoring and Evaluation:
To manage the day to day implementation of the ZESSTA internal monitoring and evaluation framework.
Main duties include:

  • Lead in the administration of the M&E feedback form after activity implementation and at the end of each year, collating and initial analysis of the M&E data
  • Draft M&E feedback briefs to support day to day decision making on TA activity implementation and documentation of lessons learned and recommendations
  • Suggest and support the development of additional M&E feedback forms to respond to needs
  • Support drafting of the M&E components/sections to the quarterly and annual reports
  • Support monitoring of the programme implementation in terms of adherence to annual workplans, timelines and schedules and workstream budgets
  • Support M&E and Research and Impact workstream activity implementation
  • Support annual review processes and annual review report writing
Knowledge and Information Management

  • Support knowledge management activities including managing information flows, extracting, capturing and communicating useful knowledge that supports institutional strengthening as sustainable support to improved service delivery in the education sector
  • Support information management activities including processing of managing operational information that addresses a combination of access, connectivity, statutory, corporate and operational requirements that apply to ZESSTA via British Council policies
  • Support the programme M&E and knowledge management effort through the collation, aggregation and dissemination of results and lesson learning data
Experience:
Relationship Building and Influencing,  Proven ability to work effectively with a diverse range of demanding stakeholders and of delivering results through third party partner organisations and a minimum of two years’ work experience in a comparable roleQualification:
