JOB TITLE: Business Services Manager

JOB PURPOSE: To provide leadership and reform the business services team, act as an efficient business partner to Oxfam in Zambia, and manage all business process in compliance with Oxfam policy and local law.

REPORTING LINES: Post holder reports to: The Zambia Country Director Staff reporting to this post: (Three) Program Accountant/ Logistics Manager/ HR Manager (transitional)

BUDGET RESPONSIBILITY: Financial management responsibility of the Oxfam in Zambia country budget $5 million)

KEY RESPONSIBILITIES:

Provide effective and efficient business services support to the program

  • Re organise the Business services team in line with the new operating model, providing the organisation with creative ideas on how to improve the cost efficiency of the BS team.
  • Manage the team to provide superior service in the key areas of financial management, human resources management, logistics and administrative support, ensuring that all key requirements are met so as not to disrupt normal operations. This will include-
    • Manage all aspects of finance, Human Resources and administration procedures in line with confederation standards, ensuring required financial reports are provided as required
    • Ensure compliance with local legal and statutory financial reporting requirements
    • Implementation of Internal Audit recommendations and provision of progress reports
    • Ensure that the supply of goods and services to programmes is carried out speedily and efficiently in a transparent manner, following donors’ requirements
    • Delivery of efficient day to day administration and general support, including reception, travel, office environment and staff safety issues
  • Be actively involved in and aware of all organisational issues (Finance, HR, and Logistics), so as to proactively identify potential problems and concerns and deliver quick, practical, business focussed solutions
  • Take prompt and definite action on non-compliance with policy and practice
  • Advise managers on the interpretation and implementation of the full range of Oxfam’s business policies and procedures, ensuring consistency and fairness in application, in accordance with Oxfam policy and local legislative requirements
  • Development of customer service attitude within the finance, HR, logistics and administration teams and a focus on integrated teamwork
  • Good understanding of the Labour laws in Zambia

Partner Capacity Building and Relationship Management

  • Work closely with the Program team to ensure the overall capacity building approach is fully integrated, so that development and training in all organisational areas is provided to partner organisations in a coordinated and logical manner
  • Develop and implement a detailed cost effective plan for building the business services capacity of partner organisations, especially in finance, HR and logistics. This will include needs assessment, capacity building approach and delivery plan including tools and methodologies, performance standards, and evaluation approach
  • Ensure that partner organisations are fully involved in the assessment and design of the identified support and training required
  • Undertake personal training, coaching and capacity building to partner organisations to develop their own expertise.
  • Be involved in the design and management of regular assessments and reviews of partner organisations, to ensure that the capacity building programme is delivering agreed results, making necessary adjustments as circumstances change
  • Participate in regular meetings with partner organisations to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives

General Management

  • Line manage the BS Team, ensuring that these posts and the processes associated with them (HR life cycle from pre recruitment to the separation process) are in accordance with Oxfam’s policies and procedures, including but not limited to the Code of Conduct, Performance Management, Security, Health and Safety and local legislation
  • Stay abreast of changing organisational and external situational circumstances which may impact both the business services team and the wider organisation and proactively develop suggestions for addressing them and/or incorporating relevant information into Oxfam’s ideas and approaches
  • As a member of Senior Management in the country, participate in the development and implementation of organisational strategy
  • Provide high quality management reports as required and deliver all statutory and financial reports within required deadlines

Experience:

  • Proven senior management experience with evidence of effective decision making, managing multi-functional work teams and a critical focus on the delivery of agreed results
  • Experience of providing the full suite of business services (Finance, HR, and Logistics) support to an organisation

Minimum qualifications:

  • A post graduate degree in business Administration, or finance/Accounting
