The Monitoring and Evaluation Officer will develop the overall framework for monitoring and evaluation at PPAZ, including regular project reviews, process and operations monitoring, and participatory impact assessments. The fellow will also guide in the development, standardization, and deployment of tools that capture quantitative and qualitative data to be utilized in monitoring, evaluation, and reporting. The fellow will report to the Programs Support Manager.

Responsibilities:

Impact Monitoring and Evaluation Activities

  • Assist in developing and implementing baseline surveys for impact evaluations in PPAZ
  • Review monitoring reports and completion reports prepared by project/program implementers to be submitted to management for action on challenges encountered in project implementation
  • Maintain records of program and project data, lessons learned, and best practices and share with all concerned
  • Advise management on early indications of progress or lack thereof in the relevance, efficiency, effectiveness, impact, and sustainability of programs and events and their impact on IPPF and PPAZ strategic goals
  • Carry out systematic field visits to projects and inspect the implementation process to ensure that all work is done in compliance with PPAZ and IPPF set standards
  • Monitor completed projects to verify that they deliver expected services fully and for the expected period of time

Build Monitoring and Evaluation Capacity

  • Facilitate capacity building for project and program implementers to enable program teams to monitor and evaluate their own efforts; gather relevant data and produce relevant reports as it relates to these efforts
  • Work with the Programs Support Manager to ensure the collection of relevant and appropriate data (related to the strengths, weaknesses, and gaps in existing programs and required elements for reporting to IPPF) necessary for an effective monitoring and evaluation system
  • Guide PPAZ staff and implementing partners in identifying and designing key indicators for each program component to do monitoring and evaluation and to record and report physical progress
  • Other duties as assigned by superiors

Desired Skills and Experience:

  • Bachelor’s degree*
  • Experience working in monitoring and evaluation (e.g. developing monitoring and evaluation systems and frameworks)
