Programme Support Coordinator: CARE Zambia


CARE Zambia builds community capacities for self-help by promoting savings-based financial services and business skill training to improve the livelihood security of poor and vulnerable people. CARE has trained over 150,000 savings groups reaching over 3 million people in 23 countries in Africa. CARE and its partner the Platform for Social Protection (PSP) Zambia seek to increase the capacity of Zambian civil society organizations engaged in social protection action and advocacy. The SCALE project complements the government Social Cash Transfer scheme (SCT).

CARE International under the consortia is seeking to recruit a qualified and experienced professional for the following position:

Position Title: PROGRAM SUPPORT COORDINATOR – FINANCE AND ADMINISTRATION

Location: Lusaka (Platform for Social Protection offices)

PURPOSE

To be responsible for the overall finance and administrative management support to SCALE projects with focus on financial reporting, grant management, procurement services and general administration; to develop related systems and structures and furnish advice as appropriate, all aimed at facilitating the work of the Platform for Social Protection Zambia to achieve the SCALE project objectives.

Responsibilities

  • Organizes and implements a financial and grants function; develops both interim internal and grantor reports as per contractual schedules; participate in meetings and briefing sessions, and provides ongoing advice and support to the PSP Zambia team and SCALE projects Manager as needed
  • Performs procurement function and prepares paperwork to ensure procurement of goods, equipment and services for the projects; provides administrative and human resources support to the projects; and ensures smooth running of the projects; prepare and submit mandatory performance reports in relation to administration services delivery such as motorbikes performance, fuel analysis; communication (telephone) usage, staff leave etc.
  • Prepares and monitors documents related to the project budgets based on PSP budgetary policies and procedures and generally accepted accounting practices; ensures efficient and effective donor contract management, to aid in the project’s financial management and decision making; prepares expenditure statements and reconciliation of grants reports to be submitted in line with the contractual obligations
  • Ensures PSP Zambia standards and policies applied and promotes value for money; assists managers, other internal clients and users with the interpretation and practical application of administration/human resources and procurement methods, systems and policies; investigates admin support problems and issues and works in partnership with others to come up with solutions.
  • Sets up and manages filing and record system for managing funding system of the projects; ensures proper custody of SCALE Projects materials and transit stocks, gives support in the acquisition of services and materials for use by the projects; facilitates the provision of safe and secure working environment for the staff.
  • Carries out visits to project sites to review accurate records and filing;demonstrates on-going proficiency in the administration/human resources and procurement function through continuous learning and provision of reliable output; maintains a “best practices” mind set and looks for opportunities to implement improvements in administration.
  • Develops compliance guidelines and interact directly with PSP field officers under the SCALE projects officers to ensure they are followed (with training and capacity building as required); monitors projects expenditures; and identifies any specific concerns or risks to the Project team.
  • Coordinates financial and administrative process and ensures adherence to PSP Zambia policies and procedures; interprets and implements the HR and administrative policies, systems and procedures; and provides human resources support to the PSP National Coordinator; manages and monitors staff contracts to ensure that end dates are reported in advance; monitors and reconciles leave accruals for all staff, etc.
  • Performs any other support service as required by the National Coordinator;makes sure that the National Coordinator is informed about administration, human resources and procurement activities in the project.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Diploma/Bachelors Degree in Business Administration or equivalent in related field or professional qualifications such as ACCA II/CIMA II/ZICA Level II.
  • Additional qualification in Business Administration or Human Resources
  • Must have at least 3 years relevant experience
  • Demonstrated Administration experience in a leading organization
  • NGO work experience an added advantage
  • Knowledge of donor financial procedures and regulations
  • Computer skills in word processing and spread sheet
  • Excellent and demonstrable writing and communication skills
  • Organized and independent worker with sober mind
  • Willing to travel to different Districts being funded by the SCALE project

  • Must have a mature and honest disposition
