Road Development Agency (RDA) Currently Recruiting


The Road Development Agency (RDA) is a statutory body whose functions is to  plan, manage and coordinate the road network in the country and be responsible for the care, maintenance and construction of public roads in Zambia. It also regulates the  maximum weight on the roads, conducts studies for the development, maintenance and improvement of the road network and review design standards and classification.
Job Title: Director – Procurement
Responsibilities
  • To be the faithful and expert advisor to the Director and Chief Executive Officer and the RDA in general on all procurement matters as provided in the Public Procurement Act and it’s regulations
  • To develop and adopt optimum procurement strategies and processes for the RDA in line with the Public Procurement Act and it’s regulations
  • To prepare and cause the publication of Annual Procurement Plans for the RDA
  • To provide Secretarial services and advice to the RDA procurement Committee
  • To liaise with other directorates in the Agency on all procurement related matters
  • To oversee negotiations and contract drafting for works, goods and services on behalf of the RDA
  • To liase with Procurement units in Ministries and ZPPA as may be necessary on matters related to procurement
  • To faithfully perform any other lawful duties as maybe assigned to him or her by the director and Chief Executive Officer from time to time
Qualifications
  • Graduate Diploma in Purchasing and Supply or it’s equivalent
  • Master’s degree in a technical or Commercial field
  • Bachelor’s degree or equivalent in Civil Engineering, Highway Engineering, Quantity Surveying, Building Science
  • Membership of and professional certification through relevant professional institutions such as the Zambia Institute of Purchasing and Supply (ZIPS), Chartered Institute of Purchasing and Supply (CIPS), Engineering Institute of Zambia (EIZ) and Engneers’ Registration Board (ERB) or similar bodies
  • 12 years experience at senior management level in an organisation, with eight years of heading a procurement department or unit
  • Experience in the procurement of works, goods and service in the construction field in public or private sector
  • Sober-minded, honest, reliable,mature and innovative
  • Valid driving license
