IntraHealth International is implementing the “Improving and Expanding Access and Uptake of HIV Testing and Counselling (HTC) Project in targeted populations in districts in Lusaka, Western, and Southern Provinces funded by the Centers for Disease Control and Prevention (CDC) under the President’s Emergency Plan for AIDS Relief (PEPFAR). IntraHealth collaborates with Ministry of Health (MOH), Ministry of Community Development Mother and Child Health (MCDMCH), and other stakeholders. We seek a suitably qualified candidate for the following position:

Senior Finance and Administration Manager

Responsibilities
The senior Finance and Administration (F&A) Manager will provide financial, administrative and operational leadership to a five year project focused on expanding and improving access and uptake of HTC and referral and follow up services for individuals, couples, and families in selected urban and rural populations in Zambia. The Senior F&A Manager is responsible for managing project finances and providing human resources and general administration management for the project in compliance with IntraHealth procedures and donor rules and regulations. This position will report to the Project Director and will supervise accounting and secretarial and drivers.

Functions

  • Manage financial and administrative functions in compliance with IntraHealth F&A and donor procedures and policies
  • Work closely with headquarters and the Project Director to develop the annual project budget
  • Provide oversight and technical support in budget preparations and monitoring
  • Monitor project expenditure versus budgets on a monthly basis and assist the program manager with analysis for the programmatic decision making
  • Manage grants awarded to local grantees, including but not limited to advising on funding/subcontracting mechanism, monitoring the budgets, financial reporting formats and timelines
  • Provide assistance and oversight and capacity building to project staff regarding financial issues
  • Manage the Human resource function of the project, hiring and termination procedures, staff development plans
  • Oversee the procurement function of the project and ensure adherence with organization and donor policies and procedures
  • Coordinate and plan for office services, forms, disposal of assets, maintain and security services, maintain inventories and other documentation per IntraHealth F&A procedures
  • Key competence: innovation, accountability, services excellence, effective communication, strategic thinking and risk management

Requirements

  • University degree in accountancy or professional qualifications such as CIMA and ACCA
  • At least seven years working experience in the areas of finance or accounting , of which at least 3years will have been at supervisory level
  • Experience with USG-funded projects will be an added advantage
  • Demonstrate experience in use and maintenance of computerized Financial Accounting Systems. Good supervisory, management and communication skills
  • Proven experience developing and maintaining budgets and financial reporting
  • Good oral and written English communications skills computer literacy in Word, Excel, Power point
