Job Title: System Implementation and Support Manager

Department/Unit: Implementation and System Support

Location: Lusaka, Zambia

Duration: Full-Time position

Reports to: Director System Implementation and Support

Background: 

John Snow Health Zambia (JSH-Z) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS). The eSCMIS Project aims to increase the use of health services, decrease disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands. Continuing the rollout of and provision of technical support to the existing eLMIS will enable a seamless transition from the activities being done under predecessor projects. Establishing public private partnerships to promote sustainability and eSCMIS transition to the government are key objectives in Zambia during this 5-year project plan. The eSCMIS Project will work closely with and in support of the Ministry of Health.

Position Description:

JSH-Z seeks a dynamic and highly experienced candidate for the position of System Implementation and Support Manager to be based in Lusaka, Zambia. S/he will work closely with the implementation and system support team as well as the IT team to oversee deployment of eLMIS to facilities, provide support to facilities with eLMIS, and manage eSCMIS training requirements. The System Implementation and Support Manager will report to the Director of System Implementation and Support and help in achieving the project’s goals and objectives.

Roles and Responsibilities:

  • Oversee the implementation of eLMIS (Central, Hub and Facility Edition) in approved health facilities, hubs and at national level (MSL and CHAZ) warehouses according to developed standards.
  • Oversee the Systems Support (Helpdesk) team and maintain a dynamic knowledge base of technical solutions to ensure that deployed software applications are constantly functional at all health facilities in Zambia.
  • Oversee the use of helpdesk support tools such as JIRA, TeamViewer, AnyDesk, 3CX, etc. for Facility Edition (FE) eLMIS.
  • Work across teams to implement the IMPACT team structure for ensuring a data analysis culture throughout the MOH supply chain system.
  • Provide direct supervision to the System Implementation and Support Officers/Specialists, including development of individual roles and responsibilities, definition of tasks, development and documentation of professional development plans, and conducting performance appraisals with supervisees.
  • Hold routine team meetings to review tasks, timeframes, priorities, challenges, etc. Provide coaching, mentoring and support to supervisees. Advocate for ISS team members with senior management.
  • Liaise with IT and Operations team with regards to systems implementation preparations.
  • Oversee training of program managers, stakeholders and warehouse and facility users on the use of software (CE and FE eLMIS) and hardware.
  • Ensure that the eSCMIS suite of software are continuously functional in health facilities, districts, provinces, hubs and at MSL and CHAZ warehouses.
  • Represent the eSCMIS Project at various technical meetings with other cooperating agencies, collaborating partners, senior government officials and/or donor agencies. Participate in various working groups, as required.
  • Work with other management staff to determine and implement specific technical needs and priorities of an organization.
  • Support the Directors in executing the overall vision and strategic direction for the projects as well as in ensuring that project deliverables are met.
  • Implement and adhere to JSH-Z’s personnel and fraud management policies.
  • Perform other duties as assigned by the Director System Implementation and Support or other senior staff.

Qualifications:

  • Bachelor Degree in Computer Science or a related field;
  • At least seven (7) years of experience in implementing Logistics Management Information Systems such as eLMIS, Supply Chain Manager, etc.;
  • Strong Background in M&Es of supply chain logistics systems
  • At least three years of supervisory experience or equivalent leadership/management experience;
  • Ability to guide strategy development, manage implementation of projects and lead a team;
  • Strong representational and interpersonal skills;
  • Ability to prepare and deliver public presentations;
  • Excellent written and verbal communication and presentation skills in English;
  • Strong initiative and self-motivation required, with a commitment to teamwork.
  • Experience with USAID and other donor agencies;
  • Experience in logistics/supply chain management and/or public health commodities, especially HIV/AIDS and Laboratory commodities;
  • Attendance at a logistics management training course;
  • Training experience;
  • Ability to travel for extended periods of time in-country to support technical activities;
  • Willingness and ability to travel internationally, including to the US.

Supervision and Reporting:

The System Implementation and Support Manager will work under the guidance and supervision of the Director System Implementation and Support.
