Vacancies at National Pension Scheme Authority (NAPSA) – Deadline 26 December


The National Pension Scheme Authority (NAPSA) wishes to recruit for various positions to be based at various NAPSA Offices. Job Title: Legal Officer – Regulatory and Enforcement (1)

Responsibilities

  • The Legal Officer Regulatory and Enforcement will assist the
  • Manager Regulatory to prosecute defaulting employers by
    instituting the necessary legal process to recover contribution
    arrears; provide input in the activities of the lay prosecutors
  • Assist the Manager Regulatory and Enforcement with key
    responsibilities that include the following
  • Prepare or coordinate the preparation of court documents and
    submissions by lay prosecutors employed by the Authority
  • Assess all cases referred to legal and provide guidance on all
    preliminary legal issues and enforcement strategies including
    out of court settlements
  • Represent the Authority in Court
  • Review all Consent Orders and other legal agreements
    entered into by the Authority to ensure the Authority’s protect
    the interests of NAPSA
  • Initiate and lead discussions with defaulting employers to
    agree on out of court settlements
  • Provide legal support to Contributions and Benefits Directorate
    on all legal matters arising from the interpretation and
    implementation of the NPS Act
  • Enforce court action to ensure NAPSA is protected from the
    adverse consequences of non – compliance to court orders
  • Identify gaps and risk trends and recommend remedial action
    and legislative changes

Job Title: Quality Assurance Officer (2)

Responsibilities

  • The Quality Assurance Officer provides support to the Quality
  • Assurance Manager in the implementation of the Quality
  • Assurance strategy and work plan. In this, the officer implements
    quality standards, provides assistance in the development of
    sampling procedures, tests and inspects the service delivery and
    processes, and prepares reports on quality activities
  • Interpret and implement quality assurance standards to
    support the delivery of quality services and products to
    members and to the various NAPSA stakeholders
  • Assist in the development of sampling procedures, and
    procedures employed to record and report on quality data, to
    ensure the data is accurate, complete and therefore useful in
    the management of quality
  • Analyse data to identify areas of improvement in quality
    systems in order to assist management develop solutions to
    the gaps identified
  • Conduct testing and inspection of service delivery and
    processes, to ensure service quality
  • Prepare reports to communicate outcomes of quality activities
    to support management responsiveness to quality gaps
  • Coordinate and support on site quality audits conducted by
    external providers to ensure the audits meet the set standards
    and provide the correct picture on the ground
  • Evaluate quality audit findings and implement appropriate
    corrective actions to minimise recurrences of quality gaps
    identified
  • Monitor compliance with the applicable pensions laws and
    regulations and other regulatory requirements to ensure
    NAPSA is protected from preventable risks
  • Assist in the identification of training needs on quality
    assurance and organise training interventions to meet the
    quality standards, in order to create a culture that is sensitive
    to the attainment of high quality standards in the delivery of
    service

Qualifications

  • Five “O” Levels with credit or better inclusive of
    Mathematics and English
  • Degree in Business Administration, Accounting, Economics,
    Mathematics, Statistics
  • Certification in compliance and risk management will be an
    added advantage
  • Not less than four years’ experience in a Quality
  • Assurance or compliance environment in an organisation of
    similar size
