The Public Service Commission invites applications from suitably qualified serving officers to fill two vacant positions of Management Analyst at Cabinet Office.

JOB PURPOSE 

To undertake the development/review of Strategic Plans, Organisation Structures and Performance Management Systems from Ministries/Institutions in order to facilitate effective delivery of Public Services.

DUTIES AND RESPONSIBILITIES

The successful candidates will be reporting to the Management Specialist and shall be responsible for:

(a)    Facilitating effectively, the development/review of Strategic Plans in order to provide Ministerial/Institutions with an operational framework;

(b)    Conducting timely, Management/Performance Audits in order to assess organization performance against Strategic Plan and current operational status;

(c)    Undertaking effectively, the design of appropriate organization structures and optimum grading and staffing levels in order to facilitate the implementation of institutional mandates and maintain a right-sized Civil Service;

(d)    Undertaking and evaluating timely, the review of work processes and systems in order to enhance workflow and improve quality of service delivery;

(e)  Undertaking effectively, the design and installation of Performance Management Systems in order to facilitate the operationalisation of Strategic Plans and Performance Improvement;

(f)     Undertaking timely, development of Job Descriptions/Specifications in order to facilitate selection and placement;

(g)    Undertaking effectively, monitoring and evaluation of Divisional programmes and activities in order to facilitate development of appropriate interventions; and

(h)    Co-ordinating timely, the preparation of Progress and other reports in order to facilitate the provision of information and informed decision making.

QUALIFICATIONS

The applicant must have the following requisite qualifications:-

(i)      A Full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ Level Credits including English language and Mathematics;

(ii)    Bachelor of Arts in Social Science or its equivalent from a reputable and recognized University;

(iii)      Masters Degree will be an added advantage; and

(iii)      6 years relevant work experience of which 3 years should be at Management level.
