The Zambia Health Education and Communication Trust (ZHECT) is an indigenous Zambian Non-Governmental, not for profit Organisation (NGO), registered under the laws of Zambia and dedicated to providing high quality health services, social behaviour change interventions, research and capacity building for the improvement of the health status and general wellness of people in Zambia. ZHECT has accumulated a wealth of experience in providing Sexual Reproductive Health and HIV prevention and mitigation services to organisations and communities mainly in Zambia but also within Southern and East African Communities. ZHECT is therefore focused on HIV/AIDS/STI/Unplanned Pregnancy/Gender Based Violence prevention, provision of Sexual Reproductive Health services, and Social and Economic Empowerment among vulnerable and hard to reach communities.

ZHECT is applying for funding to implement a 5year project to improve HIV prevention, care and treatment outcomes among the communities in Zambia and would like to invite applicants for the positions listed below. These positions will only apply once funding is secured.

POSITION: CHIEF OF PARTY (COP)
The Chief of Party will provide strategic vision, overall direction, thought leadership and management to the Project and will serve as the Principal liaison to USAID. S/he will lead the implementation of a complex program to increase the availability, and to improve the quality, of HIV prevention as well as care and support services for key and targeted populations. This person is expected to lead a team to work at the community level to implement evidence-based HIV prevention services for priority and key populations in Zambia. The COP will work to lead a team to ensure completed referrals and linkages to high impact biomedical prevention services as well as referrals for treatment for people living with HIV at health facilities. S/he will have the leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills and professional relationships to fulfill the diverse managerial and technical requirements as described in the program.

Responsibilities.

• Provide overall vision and leadership for the successful implementation of the project;
• Responsible for managing the implementation and monitoring of program activities and ensuring achievement of project deliverables;
• Manage development of, and monitor, work plans and budgets; ensure appropriate levels of technical assistance in program operations; oversee and coordinate sub-contractor deliverables in program implementation; ensure appropriate program monitoring and reporting;
• Act as liaison between the USAID funded project and USAID/Zambia, Government of Zambia stakeholders, donors, and all other relevant stakeholders and client country partners;
• Responsible for quarterly and annual reports, annual work plans, performance indicators, financial reports, regular results reporting as needed in addition to the overall quality control and the timeliness of all required deliverables;
• Manage project staffing levels and supervise project staff;
• Responsible for addressing agreement-related issues, including ensuring that ZHECT’s financial controls and systems comply with generally accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used; and
• Serve as the primary point of contact for the USAID Agreement Officer and the Agreement Officer Representative.

Qualifications and key competencies:

• A Master’s degree or higher in a relevant discipline; an advanced degree in a clinical or public health discipline (medicine, nursing, epidemiology) is preferred.
• At least 15 years of senior-level experience leading large-scale, complex HIV and/or public health programs, including supervision of technical staff.
• Organizational/Capacity development experience preferred including training, mentoring and coaching and technical assistance for implementing partners.
• At least 10 years of progressively increasing responsibility working in HIV prevention, care and treatment programs or related fields internationally. Specific experience working with Key and Priority Populations Programs preferred.
• Demonstrated ability to establish professional relationships and to work collaboratively with host government agencies, donors, civil society and community-based organisations.
• Proven ability to analyse, present and use data to inform decision-making
• Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision to diverse partners and foster collaboration across a multi-disciplinary team.

• Prior experience managing PEPFAR and/or USAID-funded agreements or contracts.
