Opportunity

Abt Associates seeks a qualified Administration Manager 10 – Accountant / Human Resources Specialist to support the Supporting an Aids Free Era (SAFE) project and the International Health Division in Zambia. The USAID-funded SAFE project is led by John Snow International and Abt Associates is a sub-contractor responsible for activities involving capacity development and public financial management. The project will provide technical assistance to the Ministry of Health, Ministry of Finance and in three provinces to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and FP integration.

Key Roles and Responsibilities

  • Human Resources – assistance with recruiting, hiring and personnel management
  • Assist project management in the preparation of budgets and revenue plans for the project
  • Oversee correct use of the project accounting system
  • Oversee payroll preparation for project employees, assuring that all amounts and deductions are made accurately
  • Prepares monthly financial statements and reports
  • Provide financial support to the project’s consultants
  • Maintain the Quicken database
  • Ensures that periodic inventory of the fixed assets (property) of the company is conducted
  • Organize finance files
  • Prepare estimates for tax deductions, in order to report it monthly
  • Develop strong relationships with all Abt staff and partners to enhance their understanding of finance and build their knowledge on a day-to-day operations and financial processes.
  • Reconciles bank accounts
  • Lead in ensuring strict compliance to Abt financial and administrative policies and USAID Rules and Regulations governing the Activity
  • Other tasks as assigned

Preferred Skills / Prerequisites

  •  Bachelor’s Degree in Accounting, Finance, Business, Administration, or another relevant field
  • At least six years of experience in program accounting, bookkeeping, or financial management
  • Knowledge of US Government procurement procedures (FARs & AIDARs) highly desirable
  • Experience in petty cash management, financial reporting, and budget tracking are an added advantage
  • A strong command of accounting, banking, and other computer applications
  • Member of Zambia Institute of Chartered Accountants (ZICA)

 

Minimum Qualifications

  • (6+) years of experience and bachelor degree OR the equivalent combination of education and experience.
