Role Overview:

This role is an exciting opportunity for a senior management professional who has the passion to contribute to shaping the future success of a highly recognised international NGO working with over 25 million people in 44 countries for a world free from poverty and injustice. Reporting to the Country Director, the incumbent will be a member of the Country Management Team.

As a member of the senior leadership of ActionAid Zambia, the Head of Programmes and Resource Mobilisation is expected to provide overall leadership and guidance in the development, implementation and monitoring/quality assurance of the Country Program’s program & policy work in line with the Country Strategy Paper and the ActionAid’s global strategy.

The position will be required to provide overall leadership and supervision in planning and implementation of programs in liaison with sponsorship activities through effective, strategic and operational management of funding relationships and systems and ensure a funding mix that is stable, diversified, pro-poor and flexible to meet the resource needs of the Country Program.

Main Responsibilities

Strategic Planning, Program Development, and Implementation

  • Lead on the strategic development and management of programmes to ensure that all the strategies at the Country level are well aligned with the Global Strategy for the organization.
  • Provide leadership and strategic thinking to amplify the organization’s policy and advocacy impact on issues related to advancing human rights, natural resources, governance, youth, and women’s rights in Zambia.
  • Lead in the implementation of Organisational systems, policies, procedures, and applications that contribute to programme quality and efficiency as well as meet the set compliance standards and funders expectations
  • Guide policy and program work so that all are in alignment with Human Rights-Based Approach (HRBA) principles and processes and program quality is maintained

Program Reviews, Program Quality, Learning and Reporting

  • Guide and coordinate reviews, monitoring and evaluation processes of strategies and annual plans in light of organizational M&E Frameworks
  • Compile quarterly and annual reports and ensure quality reporting and timely reporting for programme activities and projects.
  • Lead Annual Participatory Review and Reflection Process.
    Development of the Organisational resource mobilization Program
  • Lead in the formulation and implementation of resource mobilization strategies, policies, and procedures through the contextualization of the ActionAid International Global Funding policies and strategies to Zambia context
  • Responsible for exploration of existing and alternative funding options
  • Responsible for diversification of programme funding to achieve a healthy mix of sponsorship and institutional donor funding
  • Oversee sponsorship funding operations to ensure quality and timely management of funding and sponsor communications
  • Responsible for the Development and implementation of donor intelligence systems and mechanisms and/or tools to maximize and diversify funding income

Donor Relations and Partnership Management

  • Identify and build rapport and critical networks with consortiums, donors and like-minded organizations, and existing and potential donors
  • Initiate the development of donor contracts/MOUs and provide timely and accurate information to donors/funders, sponsors, and other stakeholders.
  • Lead the identification, assessment, and strengthening of appropriate partnership and the appropriate application of partnership principles, tools, and approaches at both the national level and Local Rights Program partners.

Policy, Campaign, and Advocacy

  • Initiate and lead policy review and analysis works as relates to ActionAid Zambia’s Country Strategy Paper and identification of policy change areas
  • Lead the development of an advocacy agenda & strategy and plans and influencing/lobbying processes
  • Support the development and implementation of an elaborate campaign strategy for any campaign initiatives undertaken by AA Zambia and multi countries.
  • Support and coordinate forums to partners and civil society organizations for policy debate, dialogues, and advocacy for collective influencing.
  • Contribute to policy briefs and media strategies that inform stakeholders about the policy positions of ActionAid and partners.

Qualifications & Experience

  • Master’s degree in Social Sciences, Development, Human Rights work or relevant area, a bachelor’s degree in Social Sciences/Development studies or its equivalent, from a recognized University;
  • Have at least 7-10 years’ experience in managing development programs with a focus on Human Rights, social justice, youth and women’s rights, and humanitarian responses three of which must have been at a senior and strategic level
  • Have 5 years’ practical experience of resource mobilization in an INGO from institutional or other high-value donors (i.e. private foundations and individuals).
  • Demonstratable experience of developing successful proposals
  • 4 years’ experience of managing huge budget programs focusing on governance, human rights, youth and women’s rights, civic participation, natural resource, and humanitarian response.
  • Experience in international development work and community-based work especially working with partners

Competences

  • Knowledge of development policies and priorities of the national government, Southern Africa and wider global development context
  • Have demonstrated an in-depth understanding of programming issues and Policy work at organizational, national, and international levels
  • Have an understanding of gender issues in the development and demonstrable commitment to promoting gender equity within the organization and in programme work.
  • Strong conceptual, analytical, problem solving and presentation skills
  • Excellent management, leadership, planning and prioritization skills
  • Well vested in project monitoring and evaluation
  • Excellent interpersonal and communication skills coupled with the ability to influence, negotiate, advice, mentor and train
