ActionAid Zambia has a vacancy for an experienced and suitably qualified Zambian to fill the position of ACCOUNTS OFFICER

Job Purpose

The Accounts Officer supports AAZ financial management, in processing and reconciling a wide variety of accounting documents such as invoices, billings, employee reimbursements, cash receipts, vendor statements, and journal vouchers; review and code financial information; preparation and processing of documents to disburse funds, make deposits and prepare reports; compile and review information for accuracy; and maintain records.

KEY RESPONSIBILITIES

  • Assists in setting up sub granting protocols in regard to selection of partners and the vetting process.
  • Adhere to a system for effective and easy follow-up of sub grants.
  • Collaborates with the Grant Accountant to prepare appropriate documents to authorize disbursement of funds to approved project proposals.
  • Facilitate actual disbursement of funds to sub-partners and ensure disbursements are made accompanied by correct supporting documents and according to contractual agreements.
  • Reviews contracts for sub-recipients in coordination with the local partners and provide relevant support to build partners’ capacity.
  • Reviews all sub-recipients financial reports for zero ineligibility in costs
  • Lead on sub grants closures (financially) and systematically coordinates and reports to the Grants Accountant
  • Provides monthly management reports to the Grants Accountant in a timely and accurate manner.
  • Participates in developing of budgets with the Finance Team and implements grant budgeting and forecasting systems with Partners
  • Ensures that sub grantees financial operations are in compliance with AAZ policies and procedures
  • Ensures that monthly transactions are reviewed and captured in the General Ledger accurately and on a timely basis
  • Assists with monthly review and reconciliations of balance sheet accounts (receivables, payables, advances, bank & cash reconciliations, etc.) and all related expenditures.
  • Oversees and coordinates management of sub-grant agreements and financial management of sub-grants
  • Reviews and track expenses and proper documentation as per AAZ procedures and donor requirements for record keeping.
  • Conducts evaluation of sub grantees in comparison to the burn rate
  • Builds the capacity of local partners in financial reporting and guidelines;
  • Follows up on partnership agreements systematically to meet all deadlines and deliverables.
  • Assists with preparation of audit schedules, financial statements and statistical data related to the annual audit and annual financial report.
  • Prepares local partners for all audits.

QUALIFICATIONS, EXPERIENCE AND SKILLS

  • Professional qualification in either ACCA part II or the equivalent and 2-3 years’ experience preferably in an NGO
  • Licentiate member of the Zambia Institute of Certified Accountants
  • Ability to analyze, evaluate and summarize financial records for accuracy and conformance to procedures, rules and regulations.
  • 2-3 years’ experience in grants management or in a comparable position with similar responsibilities.
  • Knowledge and demonstrated experience with MS Office package software applications with advanced skills using Microsoft Excel.
  • Good organizational, verbal and written communication skills
