African Union Job Vacancy For Zambians and Zimbabweans: Policy Officer (Road transport)


The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership Worldwide. Its Headquarters is located at Addis Ababa, capital city of Ethiopia.

In seeking to achieve this objective, the African Union intends to strengthen its capacity to deliver by, amongst others, the implementation of a new organizational structure and the filling of all vacant posts of Policy Officers.
The Commission of the African Union invites applicants who are citizens of Member States for the post of Policy Officer (Road transport), in the Department of Infrastructure and Energy.

1. Post

Post title: Policy Officer (Road transport)
Grade: P2
Unit: Division of Transport and Tourism
Supervisor: Head Division of Transport and Tourism

2. Major Duties and Responsibilities

  • Participating in the formulation of policies, master plan, plans of action, programmes and project proposals relating to the road transport sub-sector;
  • Facilitating implementation and conducting monitoring, supervision and evaluation of road infrastructure and transport projects and programmes;
  • Preparing and coordinating studies and research in the area of road transport;
  • Organizing and servicing workshops, seminars and meetings on road transport matters;
  • Contributing to the work of specialized technical committee(s) and sub-committees on road transport issues;
  • Collecting data and information related to the road transport sub-sector
  • Ensuring monitoring and coordination of inter-state road transport facilitation programmes;
  • Facilitating a programme for harmonization of road infrastructure technical standards;
  • Ensuring overall management of the road transport function including preparation of its budget and supervising short-term experts in conformity with relevant rules and procedures in force;
  • Producing and submitting periodic reports on activities and specific missions;
  • Monitoring continental road infrastructure projects;
  • Performing any other duty as may be assigned.

Knowledge and Understanding

  • Candidates must have at least 5 years of progressively relevant experience in road transport project planning
  • Working knowledge of policy analysis and development and programme/project management, implementation and monitoring and management.

4. Education Qualification Required

Candidates must have a minimum of first University Degree in Civil Engineering, Transport Economics or equivalent qualification, a higher qualification in relevant field would be an added advantage.

5. Language Requirement

Proficiency in one of the African Union working languages, fluency in additional AU official working language would be an added advantage.

6. Tenure of Appointment

The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve (12) months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.

8. Remuneration

Indicative basic salary of US$29,287.00 (P2 Step 1) per annum plus other related entitlements such as post adjustment (46% of basic salary), Housing allowance ($14,414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc. for internationally recruited staff of the Commission.
