Established in 2013 and commencing activities in 2014, the Alliance for Community Action (ACA) is a non-governmental organization whose main objective is to grow the routine and systematic demand for public resource accountability in Zambia, with the specific objective of instituting that demand in the public.

The ACA works towards its articulated vision of “a Zambia in which all her citizens enjoy the full and equitable benefit of all her resources” through its flagship project the Ask Project. To achieve this, Alliance for Community Action partners with civil society, local media and governments to:

  • Empower, equip and facilitate citizens to understand the link between public resource management and the quality of services citizens can access
  • Engage with duty bearers to demand a minimum standard of service delivery that reflects a prudent management of the maximum resources available to the state.

Background

The Alliance for Community Action ‘Debt Monitoring – Media Training’ project will have the overall objective of building the conceptual capacity of media practitioners, specifically radio station journalists, to understand and engage Zambia’s debt burden from a technical perspective and then be able to package the concepts for their listeners in such a way that debt is generally understood and engaged with by the public, for accountability. The training will be underpinned by the rights-based approach to public resource management accountability monitoring and service delivery.

This project will directly respond to the low public response to the growing public debt burden by improving and increasing media coverage of the public debt situation in Zambia, through training of selected news media practitioners and then supporting them to include the debt question in their programming. The trained journalists will also be able to use their various programmes to provide platforms for citizens to discuss debt.

The project partners with a network of 8 local radio stations across Zambia but will pilot this project in 3 radio stations in Choma, Kabwe and Lusaka. Alliance for Community Action works with its partners to raise capacity in editorial, production and management principles and skills, delivering learning opportunities through training and mentoring models.

Purpose

Alliance for Community Action is committed to continuous support to our partners for them to develop their long-term independence and sustainability. As such, we are a seeking a baseline consultant to develop a baseline of the extent to which the public debt question is included in current programming and the extent to which citizens participate in the issue at the three partner radio stations. The consultant will work closely with Alliance for Community Action’s training team and the partner stations to develop and deliver a complete baseline report on the following:

Scope

To undertake the activities detailed below with three partner stations, located in: Choma, Kabwe and Lusaka.

  1. How the radio stations have reported the issue of public debt in the last 12 months in their news bulletins.
  2. How public debt has been included in good governance programmes.
  3. The number and type of third parties who have sponsored content on public debt.
  4. The number and type of third parties who have sought free airtime on public debt.
  5. Measure the existing editorial skills in each radio station on the subject of public debt reporting
  6. Undertake end line review of stations’ debt reporting, activities and skills.
  7. Any other information deemed necessary to make this baseline more complete.

The key deliverable of the assignment:

1.   Baseline Assessment Report – Debt reporting: Activities and Skills.

Timing

All baseline activities to take place within the time frame to be agreed with the selected consultant.
