BASIC FUNCTION OF POSITION

The incumbent will serve as CDC point of contact and technical expert to support human resources for health (HRH) reform and modernization of the health sector in Zambia. S/he will apply public health technical leadership, results-oriented analysis, community-based services, knowledge and experience to support programs that achieve higher levels of quality, efficiency and health service availability for communities and a higher quality of life for a population affected by HIV/AIDS in Zambia. S/he will An Equal Opportunity Employer plan, coordinate, implement and evaluate programs designed to increase the number and quality of clinicians, public health professionals and health personnel managers in-country, with an emphasis on sustainability of interventions and partnership with other stakeholders. The incumbent will work closely with the Ministry of Health, other host country ministries, donors, implementing partners, community-based organizations (CBOs), faith-based organizations (FBOs), international organizations (IOs), regional and community-level public health laboratories, and primary care facilities in this effort. The incumbent will represent CDC Zambia on HRH issues at technical, policy and strategic planning meetings, including meetings with collaborators and other donor agencies.

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

  1. EDUCATION: Masters’ degree in Public Health (MPH or MSPH), Nursing, Social Work (MSW) or host country equivalent in social work, international development, community development, public health, health systems, workforce development, health policy, behavioral or social science field is required.
  2. EXPERIENCE: Three years of progressively responsible professional experience in human resources for health policy development and review, health program design and management in an HIV/AIDS setting is required. One additional year at the managerial level with multiple staff is required.
  3. LANGUAGE: Level IV (fluent) in English, (speaking, writing and reading) is required. (English language proficiency will be tested).
  4. SKILLS AND ABILITIES: Comprehensive knowledge and experience in HIV/AIDS prevention is required. Thorough public health knowledge of current HIV/AIDS issues is required. Detailed knowledge of the host government health care system and structures including familiarity with government policies, program priorities and regulations is required. Detailed working knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of treatment programs is required.

 

  1. JOB KNOWLEDGE: A thorough knowledge of health care delivery, extension of health care services to underserved populations/areas and management of health care services is required. An in-depth knowledge of the range of programs, policies, regulations and precedents applicable to development and administration of national/international public health program is required. Detailed knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations is required.
