Description of HBCU project:

A Consortium of four historically black colleges and universities (HBCU) in the United States, working in coordination with American International Health Alliance (AIHA), anticipates working with PEPFAR funding to support select Ministry of Health clinics in Zambia.  The HBCU Global Health Consortium Project is designed to transform clinical HIV practice to provide high quality, comprehensive, interprofessional care and treatment to people living with HIV.  The project seeks to train healthcare workers within high-burden HIV settings on how to reduce stigma and discrimination while providing training on the impact of social determinants of health on health outcomes along the HIV care continuum.  Ultimately, the goal is improving the quality of healthcare, clinic workflow, and team-building leading to improved health outcomes.

Summary of the Position:

The Programme Coordinator (PC) will work closely with the Programme Director and HBCU health facility-based staff in the design and implementation of the HRSA-funded Global Health Consortium project, covering four District Level 1 Hospitals. The PC will also support the development of technical and budget-related documents, Annual Program Reports (APR), and Semi-Annual Program reports (SAPR) in collaboration with the Finance Officer.  She/he will be responsible for ensuring that the HBCU program team provides high-quality technical products and services, delivers required results, and uses project resources efficiently and cost-effectively.

The Coordinator will also work closely with Senior Programme Associates at AIHA and with Ministry of Health (MOH) officials and staff at the four project hospitals. The PC will also liaise with U.S. based representatives of the four HBCUs that constitute the Consortium. Under the direction of the Programme Director, the Programme Coordinator will also perform a variety of other project related managerial duties.

ESSENTIAL ROLES AND RESPONSIBILITIES:

  • Work directly and under the supervision of the Programme Director for efficient and effective completion of defined tasks.
  • Support on-the-ground implementation of practice transformation programs at targeted clinics in Zambia. Track Work Plans and program budgets.
  • Coordinate and provide logistic support for HBCU program-related events such as trainings, workshops, assessment visits, and annual work planning.
  • Provide ongoing programmatic support for the staff hired for implementation activities at the four identified hospitals, utilizing regular distance and face-to-face supervision from the U.S. based representatives of the four HBCU Consortium members.
  • Work closely with the Programme Director to manage the project budgets and ensure the effective use of project funds.
  • Ensure annual work plans align with strategic objectives and project commitments.
  • Conduct frequent field visits to implementation sites to provide logistic or technical support and keep abreast of key issues associated with overall project efficiency and effectiveness.
  • Assist in the writing of narrative reports and ensure that reports are submitted to the Programme Director in a timely manner.
  • Monitor program expenditures to ensure adequate funding throughout the year.
  • Coordinate the annual work planning with local partner clinics.
  • Represent HBCU program as requested by the Programme Director at various stakeholder meetings.
  • Liaise with AIHA staff and HBCU Consortium members on project related issues.
  • At the direction of the Programme Director, liaise with other local U.S. government partners working in similar health program areas.
  • Perform other duties as assigned.

SKILLS AND QUALIFICATIONS:

  • Bachelor’s Degree in a clinical discipline, Public Health, Social Sciences, or a related degree with at least 3 years’ experience in a similar position, or an MD degree in a clinical science such as medicine with specialty infectious disease.
  • Knowledge and experience of HIV/AIDS, program design, management and monitoring tools is essential.
  • Significant experience in ART programming and service delivery.
  • Experience in working effectively and directly with MOH clinics/hospitals and, in particular, PEPFAR funding and programs.
  • Experience managing budgets and collaborating with multiple projects.
  • Knowledge of financial and human resources management, contracts, and general administration of program activities.
