- Job Title: Environmental and Social Management Systems (ESMS) and Livelihoods Restoration Coordinator
Partnering with communities to protect forest areas can present a number of social and environmental risks and impacts, including implications for the livelihoods of the communities who rely on forest products and services within the REDD project areas. This requires an Environmental and Social Management System (ESMS), a livelihood restoration plan, and updates of the FPIC/ Social Monitoring protocols, among other items. In this regard, BCP is seeking to recruit a dynamic Environmental and Social Management Systems (ESMS) and Livelihoods Restoration Coordinator who will best provide solutions for this gap.
The ESMS will provide a framework for effective management of the environmental and social issues and impacts that are likely to emerge while developing and implementing REDD+ project activities in the 13 Chiefdoms where BCP operates the LZRP and LCFP REDD+ projects, and in future REDD+ sites. The ESMS manual, once in place, will the pillar upon which priority management programs, such as a Livelihood Restoration Framework and Plan (LRP), as well as priority procedures, such as the BCP’s FPIC and Social Monitoring protocols, will depend.
PRIORITIES THAT WE’LL TRUST YOU WITH.
- Develop and implement environmental and social management system (ESMS) in line with IFC performance standards and BCP’s existing risk management framework and transaction cycle.
2. Develop a livelihood restoration framework and design and implement a livelihood restoration plan (LRP) based on the baseline identified in the ESMS.
3. Develop and implement a social monitoring plan for BCP’s REDD+ project model.
Specific tasks
- Develop a situation analysis of existing local communities in the new project site before the start of the project, according to the wellbeing definition by CCB.
2. Develop an implementation plan to mitigate potential negative impacts on community well-being resulting from project development in line with BCP’s FPIC approach.
3. Design and implement a performance-based community assessment tool to guide the distribution of livelihood improvement project initiatives.
4. Update or contribute to the updating of VCS and CCB strategic documents such as Environmental mitigation and monitoring plan, project design document, etc.
5. Ensure the coordination and integration of Environmental and Social (E&S) risk management procedures with BCP’s operational processes and communities.
6. Manage resources (budget and staff) for E&S risk management and training
7. Review and approve BCP’s annual E&S performance report to stakeholders.
ALLIANCE BUILDERS WANTED.
- Qualifications in a related field such as Development Studies and Natural Resources Management with relevant experience in either sustainability or risk management of environmental and social impacts.
- Knowledge of international standards (IFC; ISO140001) is an added advantage.
Skills
- Proficiency in project & process management applications
- Analytical capacities, able to arrive at well-considered opinions and set priorities for action;
- Intercultural negotiation and presentation skills.
- Ability to engage with communities in a rural setup
- Development and execution of Participatory Rural Appraisal projects
- Capacity to design and implement Monitoring and Evaluation protocols
- Familiarity with Zambia’s social well-being policies
- Proficient in intermediate to advanced Open source geospatial and statistical analysis software
- Proficient in Basic database management applications
- Excellent verbal and written communication skills
- Fluency in English is a prerequisite.
