Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead its social and behavior change programming around the world. Primed by the Johns Hopkins Center for Communication Programs (CCP), Breakthrough ACTION partners include Save the Children. ideas42, Think Action. Camber Collective. Action Sprout and the International Center for Research on Women (ICRW). The vision of the project is to ignite collective action using next generation behavior change approaches to empower households and communities to become healthier and more prosperous. Breakthrough ACTION — Zambia is funded initially for three years with the possibility of a two-year extension. It is designed to support increased adoption of healthy behaviors related to HIV and AIDS, maternal child health, family planning, malaria, nutrition as well as potential investments in economic opportunities and education-related behaviors that collectively contribute to improved outcomes.

Job Title: Finance and Administrative Officer

Report to: Finance and Administration Manager

Location: Lusaka

Job Overview:

The primary responsibility of this position is to provide professional and technical accounting services for the Breakthrough ACTION —

Zambia Project. This position requires a person who has capacity in the areas of budgeting, accounting and financial management. The person should have experience in setting up and implementing systems and procedures in these key areas. S/he must have a thorough understanding of local labor laws, procedures, practices and cultures.

Duties and other responsibilities (other duties may be assigned):

  • Prepare payment vouchers and checks, code and post all financial transactions in QuickBooks and ensure that accurate and timely accounts are submitted in accordance with CCP regulations
  • Maintain bank reconciliations, creditors and debtors ledgers and fixed asset register.
  • Produce and submit accurate and timely accounts in accordance to Johns Hopkins University (JHU)/USAID financial policies and procedures.
  • Follow up on financial transactions with staff members and vendors
  • Prepare contracts for consultants, vendors and sub grantees as per JHU/CCP/USAID policies and procedures.
  • Track advances made to consultants and sub grantees.
  • Review sub grantees accountability reports to ensure that all financial transactions conform to JHU/CCP/USAID policies and procedures.
  • Support non-finance staff through in-house trainings.
  • Prepare the staff payroll and monthly National Social Security Fund (NSSF) & Pay as You Earn (PAYE) submissions to the relevant organizations.
  • Ensure that a proper filing system is in place for easy accessibility of documents. Maintain up-to-date files of payments/voucher copies and other supporting documents
  • Research and prepare recurring and special financial reports (work plan updates, pipelines. etc.) for program staff.
  • Remain abreast of USAID, JHU, and CCP miss, regulations, and guidelines and provide guidance to program staff as required.
  • Manage, advise and assist program staff and partners in the preparation of project, annual and subcontract budgets.
  • Use critical thinking skills to review budgets, ensuring various line items have been included and expensed appropriately.
  • Obtain cost estimates, backup documentation, and cost verification where necessary, and maintain files with documentation and calculations.
  • Assist in coordinating procurements and ensure that every item procured is backed by invoices, delivery notes. receipts and all other relevant documents in accordance with JHU/CCP Procedures.
  • Analyze vehicle fuel replenishment reports.
  • Ship scanned financial reports to CCP in Baltimore.
  • Supervise Administrative Assistant/Receptionist.
  • Perform other duties as assigned by supervisor.

Qualifications:

  • Bachelor’s Degree in Commerce, Accounting, Business Administration, or its equivalent in related fields OR Completed professional qualification in ACCA, CPA, CIMA.
  • Computer literate with hands-on experience in accounting packages, especially QuickBooks.

Experience:

  • Minimum 5 years of work related and proven experience in a similar position.
  • Experience with donor accountability.

Essential Skills:

  • Knowledge of Generally Accepted Accounting and Auditing Principles and laws, rules and regulations related to accounting.
  • Strong computerized accounting and financial skills.
  • Ability to plan, organize, implement, evaluate and modify financial programs, informational support systems and processes.
  • Ability to handle multiple and conflicting priorities, and to stand pressure, observe and work under strict deadlines.
  • Strong analytical and result-oriented skills.
