Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead its social and behavior change programming around the world. Primed by the Johns Hopkins Center for Communication Programs (CCP), Breakthrough ACTION partners include Save the Children. ideas42, Think Action. Camber Collective. Action Sprout and the International Center for Research on Women (ICRW). The vision of the project is to ignite collective action using next generation behavior change approaches to empower households and communities to become healthier and more prosperous. Breakthrough ACTION — Zambia is funded initially for three years with the possibility of a two-year extension. It is designed to support increased adoption of healthy behaviors related to HIV and AIDS, maternal child health, family planning, malaria, nutrition as well as potential investments in economic opportunities and education-related behaviors that collectively contribute to improved outcomes.

Job Title: Provincial Coordinator

Reports to: Senior Program Officer

Job Overview

The Provincial Coordinator will be responsible for Managing the implementation of Break through ACTION (BA) project activities, with responsibilities for overall coordination and support of the SBC related activities including planning, Implementation and monitoring of all program activities within the districts of operation. Coordinator will work closely with government and local partner stairs to ensure activities are implemented according to agreed work plans and budgets and inconformity withquality standards and national guidelines

Key Roles and Responsibilities:

  • Embrace the vision of BA in Zambia
  • Represent BA program in all relevant platforms to coordinate SBCC interventions at the district, facility and chiefdom level and ensure all activities are implemented with the support and collaboration of district authorities including the DHMT and MOBS Health Promotion officer.
  • Support District Health Promotion Officer to hold regular HP coordinating meetings with Implementing partners (IPs) and others to ensure strong coordination and harmonization of activities, review activity progress, and address issues as they arise.
  • Develop strong relationships and work directly with DHMTs, radio stations, media outlets, CSOs, religious leaders, health service providers and community structures
  • Link with other IPs operating in the district to coordinate activities and encourage support of specific community based activities.
  • Technical Support and Reporting

Work in close collaboration with BA’s program team in Lusaka to:

  • Provide technical support/supervision to ensure quality implementation of community level activities.
  • Participate and support planning, communication, training, implementation of all activities.
  • Participate in the development, review, and pilot testing of SBC materials, curricula and training materials.
  • Ensure timely activity implementation in accordance with the work plan.
  • Create and maintain database SBCC actors in the district as well as active community structures.
  • Document best practices or most significant success stories of BA activities.
  • Maintain regular communication with Lusaka office and submit regular reports. as well as timely updates on implementation or other challenges
  • Maintain BA office within field office location, ensure all BA equipment and materials are effectively utilized for intended purposes in the field, and support coordination of field visits.
  • Represent BA in all district level meetings and key events, and participate in BA national level events
  • Monitoring and Evaluation

Work in close collaboration with BA’s, monitoring, evaluation and learning team to:

  1. Ensure that all necessary information, from both routine reporting as well as from ad hoc data collection efforts are collected
  2. Monitor activities to ensure all SBCC activities in work plan including community engagement and mass media are documented and reported on regular basis.

Required Qualifications:

  • A minimum of a Bachelors Degree in Social Work, health promotion, communication, or related field
  • Knowledge of Family planning, reproductive health, malaria, HIV and AIDS, Nutrition and related issues.
  • Experience of working with Government counterparts, local partners, at provincial, district and community levels
  • Experience of working with private sector will be an added advantage
  • Experience of working with USAID projects
  • Ability to travel and support districts of operation
  • Computer literate especially in Microsoft applications — Word, Excel and PowerPoint
  • Extensive knowledge of community structures and a minimum of two years working experience in community engagement, social mobilization and/or social and behavior change communication for a public health issue at the district level
  • Fluency in English and familiarity with any of the local languages of the district
  • Excellent organizational skills and demonstrated managerial abilities

 

•        Excellent oral and written communication skills Experience working with an NGO. Familiarity working with USAID funded projects preferred
