JOB TITLE: Program Officer

JOB OVERVIEW

The Program Officer is a member of the program team and reports to the Program Manager. S/he assists in defining project objectives, priorities and strategic approaches for effective implementation of the School Health Program. S/he will coordinate program activities and assist in evaluating and supporting school health workers, field staff, schools and clinics. The Program Officer is responsible for ensuring that assigned project activities are completed with high quality, on time and within budget. S/he will work with the Program Manager and Finance and Administration Department to ensure that all funds for project activities and services are accounted for.

REPORTS TO: Program Manager

Responsibilities

  • Develop, implement and monitor program work-plans and budgets.
  • Provide coaching and mentorship to front-line health workers
  • Support partner schools and health facilities in a designated geographic area to ensure program quality, timely implementation and efficiency
  • Review monthly M&E reports to assess program activities, identify challenges and develop course of action to improve program quality
  • Conduct regular school and health center site visits to evaluate program performance and provide ongoing technical support and mentoring
  • Work with School Health Coordinators to plan and implement monthly review meetings and other stakeholder meetings
  • Supporting the implementation and coordination of school health screenings, deworming campaigns and community sensitization activities
  • Support School Health Coordinators in establishing and overseeing the management of school health offices and sick bays at partner health centers and schools
  • Lead the implementation of quality assurance policies and procedures
  • Support the monitoring and evaluation department in coordinating the timely collection of performance data from frontline health workers, health centers and schools
  • Develop termly and annual performance reviews for school health workers
  • Develop monthly and termly performance reports for partner schools and health centers
  • Act as liaison officer with and provide technical support to the School Health Coordinator for effective planning and monitoring of programs
  • Procurement of medications, printing, snacks and other supplies as necessary for school health activities
  • Assist with monitoring costs for project activities
  • Other responsibilities as assigned by the Program Manager

QUALIFICATIONS AND EXPERIENCE

  • Hold a diploma in related field with 3 years’ work experience
  • Effective leadership and interpersonal skills
  • Excellent verbal and written communication
  • Willingness to spend significant time working on the ground at the local community level
  • Ability to garner respect and to create a sense of community amongst local partners and members of the project teams
  • Strong understanding of local level government health and education programs
  • Experience working with vulnerable populations in low-resource communities
  • Understanding of child protection issues
  • Ability to facilitate and conduct trainings at a community level
  • Good knowledge of techniques for planning, monitoring and controlling programs
  • Good knowledge of budgeting and resource allocation procedures
  • Ability to find ways of solving or pre-empting problems
  • Experience and competence in health program monitoring and evaluation is preferred
