Purpose of the position

The Program Director will be accountable for leading all aspects of a program with a particular focus on providing direction, management, strategic guidance and facilitating collaboration with USG and stakeholder governments and institutions.

You will

  • Take accountability for project plans and delivering against them and within budget and timeframes
  • Monitor and track progress in the different functions and manager interdependencies
  • Manage Program communications to all Senior Managers/stakeholders and across the Program
  • Steer program meetings with key stakeholders both internal and external
  • Take accountability for ensuring effective resourcing across the program in line with CDC requirements
  • Proactively identifying and managing risk and delegating appropriate action to direct reports
  • Manage direct reports against deliverables across the organisation
  • Represent BroadReach at external meetings
  • Build, manage and strengthen relationships with external partners and stakeholders
  • Lead, coach and develop program staff to ensure a successful outcome
  • Provide Program and financial management leadership across the program
  • Manage the program start-up and rollout of multiple field offices
  • Serve as principal and managerial point of contact with CDC Zambia
  • Provide strategic leadership and technical, managerial direction for the successful implementation of the project
  • Facilitating strong collaboration with CDC government counterparts and other donors in Zambia
  • Oversee a Regional Monitoring and Evaluation strategy to improve reporting and evidence-based decision making in key counterparts at the MOH, provinces and districts
  • Ensure programmatic alignment with the National Strategy and PEPFAR framework
  • Coordinate with and create linkages with other CDC funded implementing partners
  • Oversee program staff, and ensure the strategic and functional integration of all technical areas
  • Track all program indicators and deliverables, and ensure that all outcomes and objectives are met
  • Prepare and timely submit technical and financial reports to CDC on a quarterly and annual basis
  • Oversee sustainable project close-out and handover
  • With the technical monitor and the contracts department of BroadReach, the Project Director will coordinate outsourcing/subcontracting specialized functions relating to the project and managing contracts awarded herein
  • Ensure project deliverables are delivered within scope, quality, cost (budget) and time constraints and project is within corporate and regulatory limits
  • Coordinate communications/linkages internal and external to the project
  • Monitor and control all project activities including measuring the current project activities, monitoring the project variables including cost and effort against the project plan and performance baseline and identifying corrective actions to circumvent issues and risks
  • Complete financial analysis of the costs and budgets including outsourced services on a regular basis to be shared with BroadReach
  • Senior technical advising on HIS program management, organizational development, pre-service medical education, in-service training, capacity building, and collaboration between government and NGO partners

Qualifications

Essential qualifications

  • Masters degree in Public Health, Social Sciences, Epidemiology, International Development or other relevant field; medical, nursing or other relevant field

Desirable qualifications

  • Qualification in Project Management
  • Business qualification

Experience & skills

  • 10-15 years of senior management experience of projects and programs in health information systems- also in health systems strengthening, HIV/AIDS, prevention, care and treatment, human resources for health, integrated health service delivery, and/or human capacity development in developing countries and complex cultural settings
  • Ability to develop and adhere to high-level budgets of up to several million dollars encompassing multiple program areas spread across large geographies
  • Prior experience managing several professionals while representing a range of technical expertise and working in multiple locations across a large geographic area
  • Experience working on CDC, PEPFAR, and/or other donor-funded HIV/AIDS projects or programs in Africa
  • Excellent communicator with demonstrated experience in communicating complex processes to diverse stakeholders, including government officials at the national, provincial and district levels, service orientated NGOs, civil society organizations, donors, etc.
  • Must demonstrate exceptional written and oral communication skills
  • Willingness and ability to work in and travel to rural, low-resource settings
