CALL FOR CONSULTANCY SERVICES

Terms of Reference for Consultancy to Facilitate the Development of a Strategic Plan

1. Background

SOS Children’s Villages is an independent non-governmental social development organization that works in the spirit of the United Nations Convention on the Rights of the Child to ensure the best interest of the child. We currently operate in four districts namely, Lusaka, Kitwe, Livingstone and Chipata, where two main programmes are implemented, namely Family like Care (FLC) and Family Strengthening (FS). The FLC a curative measure for children who have lost parental care and/or guardianship, which recognizes “a caring family” as the best possible environment for child development by admitting children in SOS villages. The FS is a preventive measure against the risk of losing parental care or guardianship through mitigating measures, local economic empowerment, income generation, financial inclusion, food security and strengthening of community structures. To attain sustainable development, our Value Propositions will be anchored in expansion of the FS programme, which includes leveraging on partnerships with Government, CSO, CBOs, and philanthropists to ensure alternative care systems for children; Reintegration (Re-I) of children in families and communities; stimulating multiplier effects in family strengthening through building capacities of CBOs and grass-root partners. Through outsourced consultancy and expertise, SOS CV Zambia now wishes to develop a well thought out and comprehensively effective strategy plan for the period 2020 to 2024, during which it will implement a shift towards the FS programme program and capacity enhancement of CBOs and grass-root partners.

2. Purpose of Consultancy

The main purpose is to develop a comprehensively effective strategic plan through background assessments, documents review, workshop facilitation and consultative sessions, to collectively facilitate the development of a Strategic Plan for the 2020-2024 period.

3. Scope and focus of the Assignment

3.1. Assess and analyse SOS Children’s Villages Zambia’s internal environment

3.2. Assess and analyse SOS Children’s Villages Zambia’s external environment and stakeholders

3.3. Review national polices and statutory instruments applicable to children, youth and community and facilitate strategic sync with the SOS CV Zambia’s strategy

3.4. Review all relevant documents, including SOS International Strategy 2030, Mid-Term Plan 2020 – 2022, SOS Care Promise, Child Safeguarding Policy, administrative policies (HR, Financial, procurements etc) and other project documents

3.5. Incorporate a Theory of Change (ToC) in the strategic framework, outlining a vision of success, key changes anticipated by the organization’s work and pre-requisite features for these changes.

3.6. Update and incorporate the SOS CV Zambia’s Results Based Framework, alongside the Monitoring, Evaluation and Learning Framework, to set it’s measures and targets.

3.7. Propose approaches to the integration of grantmaking in the work of SOS CV Zambia to attain maximum community outreach and impact of the work thereof.

3.8. Develop a change management process and chart for SOS CV Zambia in terms of people. culture, environment and systems

3.9. Synthesis of results and identify strategic opportunities

3.10. Draft and finalize SOS Children’s Villages Zambia Strategic Plan 2020-2024

3.11. Plan and facilitate a three days workshop with SOS Children’s Villages Zambia staff members, Board members and other stakeholders to prioritize strategic directions

4. Methodology

The consultant/s will propose a methodology suitable for the development of the SOS CV Zambia strategic framework – 2020 to 2024. The methodology should, at a minimum, indicate approaches and strategic planning tools. In the proposal/s, the consultant/s will also articulate a sequence of activities, with expectations that SOS will provide information on necessary modifications to the sequence. For consistency with expectations, the stages which should, inter-alia, be considered as integral to the entire schedule of work are inception meeting, literature review, strategy workshop, consultative sessions, debriefing workshops, and strategy framework development.

5. Summary of Deliverables

5.1. Inception report, submitted in electronic form together with three-bound colour hard copies. The report should detail the approach of the assignment, among other details.

5.2. Instruments developed for engagement with SOS staff and other stakeholders, if and where necessary.

5.3. Consultation report, which should be submitted in electronic form together with three bound colour hard copies.

5.4. Strategic Plan Workshop Report

5.5. Comprehensive 5 – Year Strategic Plan.

6. Duration of the Assignment

The consultant/s will propose a sequence of activities and will liaise with the SOS CV Zambia’s Head of Programmes on necessary changes required to the proposed sequence. However, the estimated duration of the whole assignment is 60 days.

7. Expertise

7.1. Qualifications of the consultant/s

Advanced degree and/or professional qualification in a relevant field in the area of Planning, Economics, Business Management, Development Studies, or similar academic qualification

7.2. Experience

I. At least five years of professional experience in strategic planning, management and facilitation

II. Prior working experience in government, alternative care, and Family-focused programming

III. Demonstrated experience in working with CSO. Philanthropy organisations, and international development organisations.

7.3. Skills and Competencies:

I. High level is written and oral communications skills in English

II. Demonstrate excellent interpersonal and facilitation skills

III. Experience in research and proven expertise in participatory methodologies

IV. Evidence of having undertaken similar assignments

8. Assessment and selection of expertise.

SOS CV Zambia will assess proposals by examining the extents to which proposals will respond to the terms of reference and other elements beyond the terms of reference, evaluating experiences in strategy development, analyzing the mix of expertise, reviewing results of similar assignments, and seeking references
