CARE International Currently Recruiting In Zambia – Deadline 25 August 2017


CARE International has partnered with Concern Worldwide Zambia (CWZ) and the Nutrition Association of Zambia (NAZ) in the Scaling UP Nutrition Fund, whose aim is to promote harmonization and alignment among key Cooperating Partners (DFID, SIDA and Irish Aid) and stakeholders, avoiding duplication of efforts as well as reducing transaction costs for all partners, including the Government of Zambia. The program is supporting the implementation of the Government’s First 1000 Most Critical Days programme, focused on scaling up evidence-based priority interventions to tackle stunting, in 14 priority districts across the country. Implementation of activities will be carried out primarily through Grants to Government and other bodies (including NGOs and UN Agencies).

CARE International under the consortia is seeking to recruit qualified and experienced professional for the following position:

PMC – GRANTS AUDITOR

JOB SUMMARY

The successful candidate will carry out SUN Fund audits of the sub-grants for Districts, Government Line Ministries and NGOs, as a means of ensuring effective Management of the Scaling Up Nutrition Fund for the first 1000 Most Critical Days programme in Zambia as per agreed audit plan in order to ensure CARE and Donor objectives are met in compliance with the donor regulation and rules, procedures, and applicable laws. The Auditor will also perform special investigations as requested by management covering aspect such as fraud, theft, waste, abuse, etc. and recommend actions and control improvements. The position holder will be expected to spend 50% of the time in the field outside Lusaka.

SPECIFIC DELIVERABLES

  • Verifies sample SUN Fund transactions and ensure that they are carried out in accordance with the CARE policy and procedures and audit programme,
  • Analyzes and verifies the accuracy of SUN Fund payment transactions and/or other documents, records, reports, and methods,
  • Develops a flexible SUN Fund annual audit work plan using an appropriate risk based methodology, including consideration of Donor regulations, and any risks or control concerns identified by management, audit work schedules, staffing plans, and financial budgets,
  • Provide assistance in analyzing the adequacy and effectiveness of SUN Fund internal controls, and reviews the reliability and integrity of financial and/or operating information,
  • Reviews means of safeguarding assets by SUN Fund sub-grantees and, as appropriate, verify the existence of such assets at the Implementing Partners’ Offices
  • Carry out and conduct out special investigations as assigned by Management both internally and externally with Implementing Partners,
  • Prepares Audit reports with recommendations to management and follows up on the progress of implementation of recommendations that were made to management,
  • Plans SUN Fund internal audits, documents findings, recommends, performs substantive and compliance testing,
  • Coordinates SUN Fund partners audits including logistical arrangements for the audits and ensure that audits reports are obtained and shared,
  • Maintains the SUN Fund Internal Audit Files for compliance and for tracking the audits,
  • Conduct Financial Management trainings of Sub grantees/ partners regarding Donor regulations, CARE Zambia policies and procedures.
  • Performs other duties as assigned

REQUIRED QUALIFICATIONS & EXPERIENCE

  • Degree in Finance (Accounts) or ACCA/CIMA/ZICA Level II
  • 3 years’ experience in Auditing
  • Excellent and demonstrable reporting, writing and communication skills and a good understanding of Donor regulations
  • Good computer literacy in word-processing, spreadsheet, and CARE software.
  • Knowledge of GRZ systems, procedures and rules and regulations will be an advantage
  • Must have knowledge of auditing.
  • Good Interpersonal skills
