The Development Bank of Zambia (DBZ) is a Development Finance Institution created by the Development Bank of Zambia Act Cap 363 of the Laws of Zambia established in 1972. DBZ’s mandate is to make available long, medium and short term finance and equity investment for economic development as well as provide technical assistance and advisory services for the purpose of promoting economic development.
DBZ seeks to recruit qualified and experienced professionals in the following vacancies:
1. HEAD HUMAN RESOURCE, PROCUREMENT AND ADMINISTRATION
Job Summary
Reporting to the Managing Director, the Head will advise on Human Resource strategies and
policies and ensure HR processes and activities are functioning effectively. The Head will procure
for the Bank in an organized manner goods/materials and services in all forms as may be requested
from time to time in line with the Bank procurement rules and ZPPA Tender regulations alongside
managing administration operations of the Bank.
Duties/Responsibilities
Human Resource
– Provide strategic leadership of the HR function in alignment with the Bank business strategy i.e
forecasts manpower planning, maintains good understanding of the Bank mandate, vision and
mission
– Provides direction and advice on the application of standard Bank policies and practices and ensure
adherence by all staff
– Ensures that best practice recruitment and selection procedures and practices are implemented and
working effectively
– Provides assurance on conformance with the Labour Laws and effect amendments whenever
necessary
– Ensures the alignment, integration, adaptation and execution of HR initiatives (including
organizational and leadership development, performance management, employee relations,
learning, reward and HR operational service delivery) to enhance excellent service delivery of the
Bank business.
– Manages the Performance Management System (PMS) and ensures timely coordination of
performance appraisals at all levels in the Bank
– Manages and implements the Bank’s change management processes and serves as a change agent
– Manages Human Resource Development, Talent identification and ensure that systems and process
are set up to effectively implement capacity building programmes
– Provides input to succession planning process
– Ensures cordial relations and atmosphere prevails at all times.
Procurement and Administration
– Plan the Procurement activities of a Procuring entity and recommend the appropriate method of
Procurement
– Prepare Solicitation Documents, bid notices, shortlists, evaluation reports, contract award
recommendations and Contracts
– Conducting tender evaluation
– Manage the Procurement Process for the acquisition of Goods and Services
– Provide Secretarial duties of all procurement committee meetings
– Prepare Procurement Committee papers
– Formulate Annual Procurement Plans for the Bank
– Provides timely advice and guidance to Management and Staff on Public Procurement
– Develops and implements the Procurement Manual to ensure consistent application of the rules
and adhere to the Public Procurement Act and Regulations.
– Manage the Stores Function and ensure accountability for Stock items
– Manages and provides administrative services involving logistics, supply, office management and
record maintenance in order to ensure effective and efficient support services to the successful
operations of the Bank.
Minimum qualifications and experience:
– Bachelor’s Degree in Human Resource, Purchasing, Business or Public Administration or related
field. Diploma in CIPS, Human Resource Management.
– A post Graduate Degree such as a Master’s will be an added advantage
– Must be a member of the Zambia Institute of Human Resource, ZIPS/CIPS
– Conversant with ZPPA Act and prevailing Labour Laws
– Must possess not less than 10 years relevant experience at management level
2. SENIOR STRATEGY OFFICER
Summary
Reporting to the Managing Director, the Senior Officer will explore ways of improving existing
services for the Bank and increasing profitability coupled with identifying target markets and
developing strategies to communicate with them.
Duties/Responsibilities
– Play a key role in the formulation, monitoring and implementation of the Bank’s plans (short,
medium and long term) relating to the Strategic planning and organisational governance
effectiveness
– Formulate the Bank’s strategies and Business strategic plan
– Plan and coordinate the business strategic planning process
– Identify new business opportunities from existing customers and new clients
– Conduct market research and build an effective feedback mechanism to enable the Bank develop
existing products and service delivery.
Minimum qualifications and work experience
– Bachelor’s degree in Business Administration, Banking, Economics, Finance, or Business related
degree. Post graduate degree such as a Masters will be an added advantage.
– Minimum 10 years preferably in the Banking and Financial Sector.
3. SENIOR STAKEHOLDER RELATIONS OFFICER
Summary
Reporting to the Managing Director, the senior officer will explore ways of maintaining and
improving existing relations for the Bank coupled with identifying target markets and developing
strategies to communicate with them. The Senior Officer will be responsible for developing,
implementing and monitoring stakeholder activities which are intended to safeguard the Bank’s
interests and also for developing Stakeholder Relations policies and practices which help to boost
and project a good image of the Bank.
Duties/Responsibilities
– Manage the Bank’s relationships with all stakeholders
– Develops operating policies and procedures in order to handle stakeholder complaints/disputes
efficiently
– Develop contact with stakeholders and develops good public relations policies and practices to
enhance the Bank’s image, interaction and communication with stakeholders.
– Ensures timely dissemination of Bank decisions/orders to undertakings, the general public and
other stakeholders through press statements, written and oral responses to queries.
– Prepares departmental manpower and operations budgets and ensures strict adherence to budgetary
limits.
– Prepare promotional and advertorial materials and ensure their effective dissemination
– Manage the use of the Bank’s visual identity on all materials such as prints, advertising etc
– Formulate and implement approved community based social responsibility programmes
– Handle all protocol matters involving dignitaries, visitors and official bank functions
Minimum Qualification and Work Experience
– Degree in Mass Communication, International Relations and or related degree. Post graduate
degree such as a Masters will be an added advantage.
– Minimum 10 years preferably in the Banking and Financial Sector.
