The Bantwana Initiative of World Education, Inc. (WEI/Bantwana) seeks qualified applicants for various positions for a one-year donor-funded project to improve the retention, support, and follow-up of vulnerable girls in secondary schools in Zambia.

The Keeping Girls in School program is part of a larger effort by the Government of the Republic of Zambia and its Ministry of General Education (MOGE) to address inequities in educational attainment related to poverty and gender. Under the Girls Education and Women Empowerment (GEWEL) Project, launched in 2015, the KGS component aims to address high rates of secondary school drop-out among adolescent girls. Initially set up to cover school fees for extremely poor girls in Grades 8-12 (ages 14-18) from 27 impoverished districts, the program has expanded its approach beyond financial assistance with the understanding that vulnerable girls need a broader set of supports to stay in school.

Collaborating closely with the MOGE, WEI/Bantwana has developed a comprehensive Case Management Framework to help identify at-risk girls and provide the necessary support (economic, social, psycho-social, and other) to retain them in the education system. During the 2021 school year, the MOGE and WEI/Bantwana plan to pilot the KGS-Case Management Framework in three project districts, engaging multiple stakeholders and building capacity to eventually implement the project at scale.

Position Overview

The KGS Pilot Case Management Officer will be responsible for supporting and implementing the pilot project activities at subnational, district, and school level to ensure timely delivery and achievement of outreach targets. This individual is part of a three-person core team, with a specific focus on capacity-building, training, and troubleshooting as the Case Management Framework is introduced, adapted, and applied in the target districts and schools. The Case Management Officer liaises closely with the Program Coordinator and the in-country Monitoring and Evaluation Officer to ensure systematic implementation, documentation, and delivery.

Specific responsibilities are as follows:

  • Work with the WEI/Bantwana KGS team to refine the strategy to introduce and roll out the KGS case management pilot in target districts
  • Build the capacity of districts to engage stakeholders and to deliver and monitor the Case Management System pilot by:
    • Facilitating capacity assessment, training, coaching, and mentorship of MOGE staff at HQ, Province, District, and School levels based on CMS standard operating procedures (SOPs).
    • Identifying and overseeing the orientation of district stakeholders to the CMS SOPs
    • Providing day-to-day mentoring and coaching of MOGE subnational structures
  • Facilitate identification and linkages to existing formal and nonformal structures and resource persons to support enrolled KGS beneficiaries, including:
    • Conducting an in-depth mapping and confirmation of already mapped
      support structures and resources
  • Throughout implementation of the pilot, the Case Management Officer will:
    • Support the monitoring and surveillance of issues affecting enrollment, retention, and progression of girls at district and community levels
    • Support target schools and communities to conduct monthly trend and caseload analyses and come up with context-specific interventions.
    • Use school and community-level feedback and reports to consolidate district-level case management reports
  • In addition, this individual will work as part of the core team to:
    • Identify and document emerging best/promising practices from pilot districts for sharing and incorporation in a possible KGS CMS scale up
    • Troubleshoot emerging issues
    • Network and represent WEI/B at various sector forums and stakeholder meetings
    • Maintain good relations with the MOGE staff and other related partners in the project

Qualifications, Experience and Key Competencies Required

  • First degree in Social Work. An advanced degree is an added advantage
  • Minimum 5 years of progressive social work professional experience
  • Demonstrated 3+ years’ experience working with vulnerable girls
  • Experience with training, capacity-building, and supervision of field workers
  • Excellent interpersonal and oral communication skills; strong writing skills
  • Proven ability to develop and maintain partnerships with government and knowledge of capacity building initiatives and skills transfer to local government and/or community cadres
  • Ability to travel extensively in target districts
