Program Overview

CDC Zambia has recently released a $10 million / 5 year Strengthening and Improving Data for the Republic of Zambia under the President’s Emergency Plan for AIDS Relief (PEPFAR).
Activities will support the Government of the Republic of Zambia (GRZ), PEPFAR-funded implementing partners (IPs), and CDC Zambia to strengthen capacity, improve quality, and increase utilization of HIV-related data for programmatic planning and policy decision-making through: 1) integration and coordination of surveillance and programmatic data analyses including cataloguing, reviewing, and tracking of HIV and health-related data available in country; 2) development and implementation of data quality improvement, utilization, and visualization strategies and tools at national, provincial, district, and IP level to assist with data aggregation and triangulation; 3) provision of health-related technical assistance and capacity building efforts to GRZ and IPs to ensure high-quality and sustainable data infrastructure, utilization, and oversight for data-driven decision-making and dissemination of findings; and 4) provision of data analytics support to CDC Zambia and IPs to facilitate timely reporting to OGAC and other key stakeholders.

Job Summary

The Capacity Building Team Lead will lead the project’s Capacity Building portfolio. S/he will provide guidance and direction to the project’s Capacity Building team in providing health-related technical assistance and capacity building efforts to GRZ and IPs to ensure high-quality data utilization, and oversight for data-driven decision-making and dissemination of findings. S/he will serve as the overall coordinator of all Capacity Building functions for the project’s component areas.

Responsibilities:

The Team Lead will coordinate CRS’ Lead capacity building efforts in identifying gaps in data use within targeted provinces and districts and liaise with key CDC IPs to develop appropriate capacity building training packages. This will include initial gap assessments, trainings in collaboration with CDC IPs and mentoring. The Team Lead will work closely with consortium partners and CDC IPs to ensure smooth implementation of planned activities and scope of work and will oversee the broader capacity building functions of the project representing the project in all capacity building issues.

Qualifications:

  • Master’s Degree in Public Health, health policy, or behavioral or social sciences is preferred.
  • At least having 10 years of experience in capacity building, training field(s)
  • Demonstrated expertise working with ministries, IPs, and CDC country offices in the environment of PEPFAR.
  • Experience in implementing and evaluating HIV/AIDS programs, related health programs, or health information system projects. Seasoned strategic information background preferable with knowledge of PEPFAR program implementing and MER indicator reporting.
  • Country level experience, INGO experience in the area of HIV treatment and care strategic information monitoring and evaluation, host government or implementing partners, with progressively increasing responsibility for activity management and design.
  • An additional year of managerial experience with multiple staff is required. Must have demonstrated skill in the management of cooperative agreements/contracts, familiarity with USG procurement and documentation requirements, and experience in project design, implementation, management and evaluation.
  • Experience should demonstrate ability to manage high to mid-level coordination and relationships with public sector entities, bilateral and multilateral donors, and NGOs.
  • Experience in coordinating learning partnership
