Program Overview

CDC Zambia has recently released a $10 million / 5 year Strengthening and Improving Data for the Republic of Zambia under the President’s Emergency Plan for AIDS Relief (PEPFAR).
Activities will support the Government of the Republic of Zambia (GRZ), PEPFAR-funded implementing partners (IPs), and CDC Zambia to strengthen capacity, improve quality, and increase utilization of HIV-related data for programmatic planning and policy decision-making through: 1) integration and coordination of surveillance and programmatic data analyses including cataloguing, reviewing, and tracking of HIV and health-related data available in country; 2) development and implementation of data quality improvement, utilization, and visualization strategies and tools at national, provincial, district, and IP level to assist with data aggregation and triangulation; 3) provision of health-related technical assistance and capacity building efforts to GRZ and IPs to ensure high-quality and sustainable data infrastructure, utilization, and oversight for data-driven decision-making and dissemination of findings; and 4) provision of data analytics support to CDC Zambia and IPs to facilitate timely reporting to OGAC and other key stakeholders.

Job Summary

The Finance and Operations Manager is responsible for overall financial and operational excellence of the award. The Finance and Operations Manager is required to train, advise, support budgeting, and monitor a sub-recipient’s use of Federal Awards. S/he will be responsible for overall financial, budgeting and donor compliance responsibilities during the 5-year lifespan of the award. In addition to ensuring donor grant reporting and compliance regulations are met by the consortium.

Responsibilities:

The Finance and Operations Manager will be responsible for financial and operations oversight of the award and related sub-agreements. S/he will ensure compliance in systems and reporting of the award and related sub-awards and/or sub-agreements. The position provides key support to the Chief of Party. The Finance and Operations Manager will: facilitate trainings on compliance; perform internal control assessments; conduct financial reviews and follow-up of recommendations; identify training needs; and develop country-specific curriculum to address needs. S/he will supervise and mentor CRS’ Finance and Compliance staff under the Strengthening and Improving Data award. S/he will develop and implement strategies to prevent or reduce compliance-related liabilities within the award.

Qualifications:

  • Master’s degree in International Development, Business Administration, Economics, Public Administration or Master’s Degree in accounting preferred or equivalent combination in years and experience.
  • A professional qualification in accounting (ACCA, CPA or equivalent) or experience in management with a focus on administration and finance.
  • Five years relevant post-qualification experience, of which three years should be in USG finance and compliance.
  • Demonstrated knowledge of USG regulations and A-133 Auditing procedures.
  • Excellent communication, coaching, training and facilitation skills
  • Good command of spoken and written English.
