We are now accepting applicants for a major infrastructure development program in Zambia involving wastewater treatment.

The Lusaka Water & Sewerage Company (LWSC), with funding support from EIB and KfW, will engage a consulting firm to prepare functional designs and tender documents, procurement of design-build (D-B) works contractor, and supervision of the construction of two wastewater treatment plants (WWTPs) following the FIDIC Yellow Book form of contracting. This assignment is in two phases. Phase 1 will cover topographic and geotechnical surveys, prequalification of works contractors, functional designs (including Environmental Impact Assessment), tender documents, and the procurement of a design-build works contractor. Phase 2 will cover supervision of the implementation of the design and works of two (2) new WWTPs following the FIDIC Yellow Book form of contracting. Construction is expected to take two years plus a 1-year defects notification period (DNP) as well as operation and training assistance after completion of construction – last 36 months which includes the DNP. Phase 2 will also require overall project management (as will Phase 1), construction supervision, monitoring and quality assurance of construction works and accompanying measures.

Job Responsibilities:

• Overall compliance with CDM Smith’s budget, scope, schedule, quality and reporting requirements on the assignment

• Maintaining a positive and cooperative relationship with the client, LWSC

• Management and leadership of the entire team, including sub-contractors and consultants

• Advice and counsel to the client on matters relating to project success including project delivery strategies, procurement, contract management, design and construction oversight, and commissioning

• Regular reporting to both the client, LWSC, other stakeholders as required by the client and CDM Smith

• Adherence to CDM Smith’s quality management program and anti-corruption policy (ACP)

• Act as the focal point for local issues including local staff and sub-consultants, interpretation of events on the ground, and contact for selected stakeholders.

Minimum Qualifications:

• Undergraduate degree in engineering is a minimum and an advanced degree is preferred

• At least 10-15 years of extensive international experience in the design, and construction of diverse large civil projects. Experience with wastewater treatment plants in accordance with international standards – particularly FIDIC Yellow Book, and constructed by international-scale civil works contractors

• Experience in project and construction management of major elements of large civil infrastructure programs preferably over 100M USD in size

• Ability to lead complex teams of professionals, sub-consultants, and contractors in the delivery of large projects

• Highly professional education and training in large capital works’ project and construction management, and implementation including program controls cost estimating and risk management

• Management of similar assignments in remote locations and developing countries

• Knowledge, experience and understanding of using/implementing program controls including scheduling, financial/funding tracking, and reporting, and document management

• Capable and comfortable communicating publicly, preferably in international context

• Fluent in English

• Professional Registration as a practicing engineer and certification in either the Project Management Institute or the Construction Management Association of America preferred
