Chemonics International Inc., Contractor for USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) which ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. The project seeks to recruit the following position:

Job Title: Field Engineer

Principal Duties and Responsibilities

The projects involve the installation and furnishing of prefabricated and warehouse facilities of varying size and complexity for the Ministry of Health (MOH) Zambia for the storage of pharmaceutical grade commodities. The Field Engineer may also assist the Lead Engineer with design scope and implementation plan development, price research and vendor proposal evaluations. The Regional Engineers will work directly with GHSC-PSM subcontractors and representatives of the MOH to ensure compliance with contract requirements and monitor installation progress. The Field Engineer will actively coordinate with GHSC-PSM program teams to ensure timely roll out and completion of all prefabricated works activities. The Field Engineer will report to the Lead Engineer based in Lusaka, and will be
responsible for submitting a weekly progress report in a format specified by GHSC-PSM. The Field

Engineer will be responsible for performing the following tasks:

  • Provide direct oversight of infrastructure prefabricated works contracts.
  • Certify prefabricated works subcontractors’ adherence to established work plans and submit deliverables on time and in accordance with all contract requirements.
  • Certify in writing completed works for purposes of progress payments and final project acceptance.
  • Verify that subcontractors obtain and maintain all required permits.
  • Conduct field site visits to monitor prefabricated and furnishing projects throughout the duration of prefabricated works.
  • Under the guidance of the Lead Engineer, regularly communicate with the designated representative of the MOH in each project location regarding project schedule and sequencing of installation activities. Alert the Lead Engineer immediately to any concerns expressed by the MOH representative regarding the project works.
  • Assist the Lead Engineer in the preparation of cost estimates, schedules, and technical scopes of work for proposed projects.
  • Assist Lead Engineer with price research for prefabricated works materials and services in the various project locations.
  • Ensure that all necessary subcontractor documentation, including environmental monitoring and mitigation plans, are completed for each project;
  • Prepare weekly reports to the Lead Engineer in a format established by GHSC-PSM.

Qualifications:

  • Bachelor’s degree in civil or construction engineering.
  • Five years of construction monitoring & management with increasing responsibility required.
  • Strong skills in using Microsoft Office (Word, Excel, Outlook) required.
  • Ability and willingness to travel extensively in Zambia, sometime to remote locations.
  • Ability to work outdoors in various weather conditions for prolonged periods.
  • Good oral communication and writing skills required.
  • Excellent interpersonal skills and an ability to manage diverse professional relationships is essential.
  • Fluency in both written and verbal English is required.
