Chemonics International Inc Job Vacancy in Zambia: Monitoring & Evaluation Program Manager


Chemonics International Inc., Contractor for USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) which ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. The project seeks to recruit the following position; Monitoring and Evaluation Program Manager:

Principal Duties and Responsibilities

  • Lead the monitoring and evaluation (M&E) division, providing a dedicated team to conduct analysis on supply chain and project performance, strategic planning for continued learning and improvement for effective use of resources.
  • Supervise M&E specialists including developing roles and responsibilities; design and monitor professional development plans, and conduct annual performance appraisals.
  • Ensure all routine project reports produced are of high quality and submitted on time.
  • Represent GHSC-PSM project at various technical meetings with collaborating partners, senior government officials and/or donor agencies.
  • Support Knowledge Management Director and Country Director to lead development and management of annual work plans based on project resources available and intended annual and life of project targets set according to Government of Zambia and USG priorities.
  • Work with technical teams to foster a culture of workplan monitoring throughout the program team by evaluating performance against project targets.
  • Exhibit Chemonics values and build culture of “Living our Values” within the team.
  • Ensure that staff understand and adhere to established policies and procedures.
  • Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently.
  • Carry out additional responsibilities as may be assigned from time to time by the supervisor of record.

Job Qualifications

  • A bachelor’s degree in Public Health, Statistics, Demography or any related field.
  • A master’s or other advanced degree is an added advantage.
  • At least 7 years of work experience designing and implementing M&E activities.
  • A firm command of M&E issues with respect to supply chain systems strengthening.
  • Demonstrated ability in management, analysis, and processing of data to inform project planning.
  • Knowledge of USAID funding and its contractual and reporting requirements.
  • Experience working on USAID-funded health programs strongly preferred.
  • Experience using M&E data analysis; statistical software and tracking systems.
  • Strong leadership and motivational ability.
  • Strong written and verbal communication skills.
  • Excellent problem-solving and decision-making skills.

Location of Assignment

  • The location of the assignment is Lusaka, Zambia with intermittent in-country travel.

Supervision

  • Monitoring and Evaluation, Program Manager will report directly to the Knowledge Management Director or his/her designee.
