Chemonics International Inc: Task Order 1 (HIV/AIDS) Director

Chemonics International Inc., Contractor for USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) ensures uninterrupted supplies of health commodities in support of USG funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

With 100+ staff across eight offices in Zambia, this diverse and complex program sets out to strengthen the capacity of GRZ to develop sustainable systems that ensure availability and security of health commodities through (1) increased data availability and use for informed supply chain decision making, (2) improved quantification procurement planning and coordination processes, (3) provision of cost-effective, reliable international and local procurement services, (4) improved efficiency in warehousing and distribution by Medical Stores Limited, and (5) increased strategic management and planning by Ministry of Health for improved commodity security.

The project seeks to recruit for the position of:

Job Title: Director, Task Order 1 (HIV/AIDS)

Reporting to: Country Director

Principal Duties and Responsibilities

The Task Order 1 Director will work with the Country Director and Deputy Country Director to strengthen the capacity of the Zambian Government to develop sustainable systems to ensure availability and security of vital and essential health commodities. The Director will be responsible for promoting commodity security for HIV/AIDS commodities by examining data comprehensively with a health-element. The director will also provide client engagement on health element-specific matters for USAID and MOH, translating supply chain interventions to service delivery and vice versa. The director will lead technical activities that have a health-element specific focus and will provide multi-disciplinary, internal support and technical advice to functional supply chain directorates within the field office. The director will also serve as a member of the senior management team and will work with the Country Director and Deputy Country Director to develop and communicate the vision and strategic direction of the project.

Specific duties include but are not limited to the following:

Technical Implementation

• Provide senior technical oversight, supervision and strategic guidance to TO1 directorate. Ensure that team staffing is aligned with goals and plans to achieve the project result to support increased commodity security, technical implementation, and client engagement for health-element areas;
• Advocate/promote the integration of supply chain considerations into policy decisions through the project’s active participation in HIV/AIDS TWGs, task force meetings, and supply chain meetings. Represent USAID interests (PEPFAR) at technical working group meetings;
• Collaborate with service delivery partners relevant to TO1 to ensure supply chain considerations are reflected in IP activities, and that IP activities are factored into GHSC-PSM supply chain activities;
• Provide health element-specific oversight and technical input into monthly situational reports, which contain data and performance indicators for senior-level decision making on national-level commodity management;
• Leverage internal and external data to promote commodity security for TO1 by examining data comprehensively (to include forecasting and supply planning data, central medical store data, consumption data, and (where available) service delivery data. Synthesize data to proactively provide information on key supply chain risks and opportunities relevant to TO1;
• Assist MOH entities, such as the HIV program in the analysis of logistics and service delivery data to improve data quality and, where possible, triangulate data between the logistics management information system and the health management information system;
• Lead coordination of specific TO1 meetings with USAID and represent the project during USAID management meetings for activities related to health elements. Prepare material for the meetings, track actions, and proactively ensure timely follow-up of actions identified during meetings;
• Provide oversight for technical activities with a specific health element focus (i.e. TLE-TLE transition, VL scale-up, Differentiated Service Delivery Model, Multi-Month Dispensing, etc.);
• Lead preparation of TO-specific planning exercises, such as the Country Operational Plan (COP) exercise and serve as senior focal point for USAID for TO1 matters;
• Coordinate with FASP and Procurement team to monitor TO1 commodity procurements and, follow up with in-country partners on any issues with ongoing procurements, including liaising with local government stakeholders, and other donor agencies;
• Encourage technical teams to identify, experiment and implement innovative supply chain solutions and best practices.

Management

• Supervise the task order advisor(s) under his/her responsibility, develop roles and responsibilities, design and monitor professional development plans, conduct annual performance appraisals, develop SMART goals and periodically monitor progress towards objectives;
• Support development and management of annual work plans and budgets activities related to technical health element, based on GRZ and USG priorities;
• Oversee implementation of work plan activities and ensure quality and timely submission of all contract deliverables within strategic planning and governance area;
• Develop scopes of work for short-term technical assistance (STTA), as needed, in collaboration with the PSM Zambia field team and HQ. Provide technical oversight of consultants and review associated outcomes and deliverables to ensure quality and timely submission to the client;
• Represent PSM project for areas relevant to TO1 at various technical meetings with collaborating partners, senior government officials, and/or donor agencies;
• Ensure that staff understands and adhere to established policies and procedures. Support quick and just resolution of any disciplinary issues that arise;
• Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently;
• Exhibit Chemonics values and build a culture of “Living our Values” within the team;
• Carry out additional responsibilities as may be assigned from time to time in consultation with the country director and deputy country director.

Minimum Education Qualifications, Experience and Competencies:

• Bachelor’s degree required; qualified Pharmacy Technologist/ Pharmacist or other public health professional or other advanced degree preferred;
• Minimum ten (10) years of supply chain management experience and international project management required;
• Experience working on the HIV/AIDS commodities;
• Thorough knowledge of MOH health systems and USAID funding and its contractual and reporting requirements required;
• Strong leadership and motivational ability;
• Strong written and oral communication skills;
• Excellent problem solving and decision-making skills;
• Ability to develop and manage operating and capital budgets;
• Written and spoken English proficiency.

Location of Assignment

• The location of the assignment is Lusaka, Zambia with intermittent travel throughout the country.
