Introduction

ChildFund Zambia is an International Non-Profit Development Agency established in 1983, and has invested in programs aiming at realizing long-term, sustainable change for children and youth through improvements in health, HIV and AIDS, nutrition, education, micro-enterprise, early childhood development (ECD) and livelihood care and support. ChildFund Zambia supports 620,000 children, youth and caregivers in 32 communities in Central, Copperbelt, Eastern (Nyimba) Provinces and Lusaka. In collaboration with six local partners, our integrated approach combines community mobilization through training of community-based distributors (CBDs) on Family Planning services and products; health center referral systems, awareness campaigns and close monitoring of program impacts. To produce lasting changes in behavior, ChildFund works with men, women and youth to increase partner communication and sustainable demand for Family Planning. To ensure sustainability and local ownership, ChildFund programs have established a collaborative relationship with the MOH and regularly include MOH staff in training and supervision. As a result of ChildFund Zambia programming, community members are now better informed about Family Planning and reproductive health services and government collaborators are building on current activities to ensure country-owned service provision.

Position Summary

ChildFund is seeking a Finance & Administration Director for a 5 year, USAID-funded RMNCAH-N Project in Zambia.

The Finance & Administration Director will provide overall financial, administrative and operational management to the RMNCAH-N Program. The Finance and Administration Director will oversee all financial management, internal controls and financial compliance aspects of the project, in accordance with USAID guidelines and regulations. The Director provides financial and operational management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and providing accurate and timely financial reports for donors.

ChildFund Zambia will target eight provinces (Luapula, Muchinga, Eastern, Northern, North-Western, Central, Western, and Copperbelt) for this Community-Based Service Delivery and Engagement RMNCAH&N project and at the national level to ensure increased use of high-quality community-based service delivery, supported by strengthened demand and community engagement. The Finance and Administration Director is based in Lusaka, with travel to the eight project provinces (Luapula, Muchinga, Eastern, Northern, North-Western, Central, Western, and Copperbelt) and target districts as needed.

The Finance and Administration Director will fulfill the below duties:

  • Support the Chief of Party to develop and implement key management systems that will support project planning, reporting, and performance management
  • Ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with ChildFund International and USAID guidelines and regulations.
  • Plan and track financial and administrative activities to evaluate project implementation needs
  • Ensure key project personnel are aware of budgetary resources and are able to monitor their budgets respectively.
  • Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to senior management and project team.
  • Prepare quarterly reports, consolidated annual fiscal report, cumulative life of project report, and any other required donor submissions.
  • Prepare and revise finance and operation guidelines for adherence to ChildFund International and donor requirements.
  • Verify that appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the country office finance and administrative operations.
  • Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with ChildFund International’s policies and procedures and donors grants and contracts requirements.
  • Oversee sub grant monitoring and compliance including organizational assessments, review of financial reports/ advance requests, and financial tracking; develop sub grant monitoring plans; perform and document compliance visits.
  • Supervise the finance and operations project staff including the recruitment, hiring, training, evaluation and termination as necessary of personnel
  • Encourage a work environment of mutual respect where team members strive to achieve excellence.
  • Work with project staff, ChildFund and Consortium Partners to identify the financial support needs of the project and ensure this support is provided.
  • Support with ChildFund and Partners’ offices in administrative and HR matters, especially regarding operations and financial matters as they relate to the project;
  • Attend and actively participate in periodic project meetings and ensure a summary of progress and challenges are prepared and presented with follow-up actions as required.
  • Support the effective planning of business processes (procurement, the personnel performance evaluation, budget projections, sub-recipient monitoring, etc.) under the rules of USAID.
  • Support the procurement requirements around the commodities that would be supplied to health facilities and other institutions.
  • Coordinate financial pipeline monitoring including ensuring the availability of funds from year to year and that rollover funds are correctly estimated.
  • Support the Core Project Team and Activity Coordinators to ensure that all project activities are implemented and comply with the approved work plans, strategies, updates, and technical norms and standards in accordance with the regulations of USAID and ChildFund International.
  • Contribute to the development of and ensure the timely submission of ChildFund and USAID deliverables.

Required Qualifications

  • Master’s degree in Accounting, Finance, or Business Administration.
  • Bachelor’s degree may be considered with 5 years experience in grant’s Accounting
  • Minimum of 3 years experience in managing USAID or USG programs.
  • Demonstrated experience and knowledge of capacity development
  • Experience managing and directing a team
  • Sound knowledge of USAID rules and regulations (procurement, financial, contracts and grants).
  • Ability to articulate ideas clearly, communicate effectively, and have a strong writing ability in English.
  • Analytic skills: trends and institutional analysis, critical analysis of approaches and strategies.
  • Cross-cultural and strong interpersonal skills.
  • Understanding of ChildFund International’s vision and mission and a commitment to its objectives and values.
