JOB SUMMARY/PURPOSE

ChildFund with support from UNICEF has been implementing an integrated early childhood development (ECD) program for children birth to eight in Katete and Petauke districts of Eastern province of Zambia in the period 2017 to 2018. The ECD Programme implementation took a multifaceted approach encompassing nurturing care and early stimulation, early learning, health and nutrition, social protection, child protection, and safety. The program was designed to operationalize the integrated model for reaching children in rural areas and hard to reach areas in a cost-effective and sustainable way. The design was based on: trained facilitators, volunteer’s teachers, working with primary caregivers and children and creating linkages across government line Ministries.

Upon the successful implementation of Phase I, ChildFund is moving on to Phase II, which builds on the gains made in implementing Phase 1 of the Community Based Integrated ECD Programme and addresses some of the gaps experienced in implementing Phase 1. Phase 2, which aims to (i) consolidate the achievements by strengthening community and district level systems and capacities that can move ECD to scale in Katete District (ii) focus on improving quality in the delivery of parenting education & counselling and caregiver support for nurturing care targeting children of 0-3 years and (iii) enhancing the learning component through evidence generation, documentation and evidence-based advocacy. A new component in phase 2 is the transitioning of Community Based ECD Centers into Insaka’s as Community Based ECD Parenting Hubs to support caregivers and enable the provision of integrated services for young children at the community level. Under this project, UNICEF-ChildFund Partnership in collaboration with Government aims to provide an integrated implementation model in which communities’ partner with service providers to provide community-based integrated ECD services along the 5 pillars of Nurturing Care. The construction component, a new component, under Phase II aims to provide a learning experience on how innovative, cost-effective and community-led infrastructure models can support program delivery.

Required qualifications, knowledge and experience

• Degree or better in Early Childhood Education preferred, Social Sciences or any related Field with minimum 3 years’ experience in program implementation, M&E and Donor Contract Management of ECD or OVC programming
• Minimum of NGO Two (2) years of hands-on experience working with children, especially stimulation and ECD setup
• Community engagement experience
• Project Management
• ICT knowledge – on excel, word and power point
• At least two years of riding a motorbike in a rural terrain, with a clean driver’s license
