CIGZambia is a facility that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organizations engaged in projects /programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Department for International Development (DFID).

The overall programme objectives are:

  • increasing urban productivity;
  • improving inclusive access to urban economic infrastructure services;
  • increasing investment into urban economic infrastructure services; and,
  • enhancing national and regional integration between cities.

About the Role

CIGZambia is seeking a “Green Climate Fund (GCF) Accreditation Expert” to provide technical assistance in reviewing the accreditation status of the three (3) proposed Direct Accredited Entities (DAE) to the Green Climate Fund (GCF). These are Zanaco Bank, Development Bank of Zambia (DBZ) and Ministry of Finance (MoF). All three entities are already in the process of getting accredited and have so far finalized some of the key steps towards GCF Accreditation. The role of the GCF Accreditation Expert will be to undertake a detailed review of the progress made thus far (stocktaking) by all these three entities and rank them based on their progress. Besides the ranking of the entities based on their progress, one of the key outputs from this process will be the development of implementation plans for each entity aimed at guiding the finalization of the remaining accreditation requirements. This process will include a grouping of the various outstanding accreditation requirements based on key GCF themes.

CIGZambia will, in consultation with the Ministry of National Development Planning (MNDP) seek to provide further TA support to the leading entity in terms of progress towards accreditation and further develop TORs for the recruitment of subject matter specialists who will finalize the development process of outstanding requirements and make realistic time projections on the completion of each of the tasks.

The GCF Accreditation Expert will work with the GCF Accreditation Teams from each of the three entities in consultation with the National Designated Authority (NDA) at the MNDP. S/He will also report directly to the Project Preparation and Finance Lead at CIGZambia.

Key Responsibilities:

  • Undertake a detailed review of the current status of the GCF accreditation roadmap by all the three proposed Direct Accredited Entities (DAE) to the Green Climate Fund (GCF).
  • Develop implementation Plans for the outstanding accreditation requirements with clear estimated timelines towards completion. The outstanding accreditation requirements must be grouped based on similar themes to facilitate the recruitment of subject matter specialists who will help in the finalization of these outstanding accreditation requirements. These grouping themes may include the following: Monitoring and Evaluation, Finance, Strategy, Project Management, Environmental and Social Risk Management, Gender etc.
  • Develop TORs in the CIGZambia format for the recruitment of subject matter specialists guided by the grouping of outstanding accreditation requirements who will lead the development of requirement outputs for submission to GCF.
  • Provide a kick-off/handover/briefing/induction session for each short-term subject matter specialist who will be recruited to support the implementation of the Implementation plan/roadmap, for example, to orient them through GCF requirements that relate to their TOR.
  • Oversee and provide guidance, and ad-hoc support to the short-term experts as they complete their tasks according to the developed short-term expert’s terms of reference.
  • Review plans developed by each assigned expert, and provide written input on possible corrections, missed points, or any precautions.
  • Review of the final outputs from the short-term experts.
  • Guide the lead entity on the response to some of the outstanding queries from GCF on aspects already submitted to GCF awaiting finalization.

Requirements

  • At least 10 years’ experience in supporting organizational change and process management.
  • At least 8 years’ experience working on the preparation/ development of bankable projects in climate change-related aspects.
  • Experience supporting national, regional or international / financing institutions with building capacity to apply international best practice standards to increase access to finance for sustainable development and/or climate change (such as GCF accreditation).
  • Specific experience of at least 2 similar assignments involving provision of GCF accreditation support to a successful Direct Accredited Entity (DAE).
  • Strong interpersonal and diplomatic skills, as well as proven ability to communicate orally and in writing effectively and credibly with senior government officials in developing countries.
  • Traceable experience (preferably in form of written references) of having undertaken similar assignments in Africa would be an added advantage.

Qualifications

  • An advanced university degree (Master’s degree or its equivalent) in finance, climate change, biodiversity conservation, sustainable development, development economics, environmental science, law and policy, or other disciplines related to sustainability, development, environmental management, or green growth.
  • A PHD in any of the above fields would be an added advantage.
