The Ministry of Commerce, Trade and Industry (MCTI), through the Citizens Economic Empowerment Commission (CEEC), in Zambia, is implementing the Skills Development and Entrepreneurship Project (Herein referred to as SDEP or the Project), financed via a loan from the African Development Bank (ADB).

The principal objectives of the Project are to:

  • Support job creation, promotion of gender equality and poverty reduction amongst women and youth through skills development and entrepreneurship;
  • Improve the capabilities and the competitiveness of the Micro, Small and Medium Enterprises (MSMEs) in the Light Manufacturing and Cassava Value Chain to increase economic diversification and the development of economic opportunities;
  • Increase MSME productivity and competitiveness through improved light manufacturing enterprise infrastructure and entrepreneurship as well as the development of business and technical skills; and
  • Increase incomes for farmers and promote rural employment through the development of the cassava value chain.

1.1 Project Summary Description

In the first area of focus, the Project will support light manufacturing through the development of industrial clusters with the promotion of access to innovation, finance, technology and business skills for MSMEs operating in the sector. In the second area of focus, the Project will address the key prerequisites for unlocking the full potential of cassava as a commercial crop, while supporting women and youth as stakeholders along the value chain. The catalytic interventions to develop this subsector include:

(i) Reinforcing existing markets and identification of new ones (internal and external) and promoting market linkages;

(ii) Organisation of the supply side of the cassava sector with the aim of addressing the production, productivity and quality of cassava;

(iii) Promoting access to technology and innovation with the aim of enhancing quality and efficiency in the subsector; (iv) enhancing the regulatory environment in order to provide incentives for the subsector;

(v) Institutionalising Standards for cassava processing and cassava products quality to pave the way for food safety compliance in health and trade; and

(vi) Enhancing business advisory services to impart the required business skills to MSMEs in the cassava sector.

The project includes the following three (3) components: i) Industrial Clusters; ii) Cassava Value Chain Development, and iii) Institutional Support and Project Management.

2.0 DESCRIPTION OF THE ASSIGNMENT

2.1 Duties and Responsibilities

Reporting to: Project Manager

Subordinates: N/A

3.0 QUALIFICATIONS AND SKILLS

  • Grade Twelve (12) Certificate;
  • At least five (5) years relevant work experience
  • Must have a valid Class C/PSV SADC driving license;
  • Basic Motor Vehicle mechanical knowledge.
  • Good Communication skills

Duties and Responsibilities Measurable Performance Criteria to be evaluated annually based on Evidence

  • Drive project vehicle Quality and timeliness in performing this duty and respect of safety regulations
  • Transport project staff to assignments as directed Adherence to itinerary directed and timely execution of tasks in safety
  • Pickup and dropping off post, other packages, purchases or parcels Timely and accurate discharge of this duty in safety
  • Maintain the vehicle to the satisfactory standard acceptable to the Commission. Compliance with maintenance schedules as verified by supervisor
  • Check and carry out routine maintenance to ensure that the vehicle is in good working order for use by the project staff State of vehicle and readiness before all trips

 

4.0 DURATION OF THE ASSIGNMENT

The duration of the assignment commenced from the 1st of November 2016 and shall be renewed annually, based on performance, up to the closing date of the Project (31 Dec. 2020).

5.0 REPORTING, COMMUNICATION AND TIME SCHEDULES

  • The Driver shall provide driving services to the project staff;
  • Emphasis will be placed on regular communication with the Project Manager;
  • S/he is expected to report and analyze all problems experienced with the project vehicle; so that remedial actions can be promptly taken;

6.0 LOCATION

The Driver will be located within the Project Management Unit of the CEEC, Lusaka, Zambia.
