Civil Aviation Authority Zambia Recruiting: Senior Human Resources Officer


The Civil Aviation Authority (CAA), a corporate body was established by the Government of the Republic of Zambia under the Civil Aviation Authority Act No. 7 of 2012. The Civil Aviation Authority is inviting applications from suitably qualified candidates to fill the position of Senior Human Resources Officer under Corporate Affairs Directorate and will be reporting to the Manager-Human Resources & Administration.

DUTIES AND RESPONSIBILITIES

  • Forecasting and planning for manpower requirements for all Directorates to ensure that the Authority does operate optimally.
  • Preparation of periodic reports relating to human resources and administration services in order to generate information for decision making.
  • Assists in designing and implementing induction/orientation courses for new employees in order to ensure that they acclimatize to the CAA environment and work practices.
  • Provide human resource support to the managers and staff and ensure smooth running of the HR Function.
  • Providing support to Mangers in the recruitment, placement, comparison, retention and separation of all staff.
  • Gathering and analyzing market data to measure competitiveness of the CAA’s compensation and benefits packages and making recommendations as appropriate.
  • Formulating human resources policies, strategies and action plans that are in line with the Vision and Mission of the CAA.
  • Ensure compliance with legal and regulatory requirements and mitigate risk in consideration with the Zambian Labour Laws, best practices and CAA policies.
  • Managing the performance management systems in the CAA and providing support to Managers in conducting bi-annual staff performance appraisals.
  • Prepare CAA training and development needs so that staff are adequately trained and equipped to perform their duties efficiently.
  • Monitor and evaluate training offered to staff in order for the CAA to realize value for money.
  • Managing the training budget in order to ensure that costs are within budget.
  • Develop Human Resource Planning Models to identify competencies, knowledge and talent gaps and develop specific programs.

OTHER SKILL AND ATTRIBUTES

  • Must be fully conversant and up to date with all aspects of employment law and human resource best practices.
  • Must be conversant with disciplinary and grievance procedures.
  • Negotiating, influencing, persuade and coaching skills
  • Proven knowledge of designing job descriptions.
  • Proven knowledge of training needs identification, conducting employee performance appraisals and succession planning.
  • Proven knowledge of performance management systems
  • Able to work autonomous and flexible
  • Excellent written and verbal communications skills
  • High levels of integrity and ethical values
  • Knowledge of organization development

MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Full Grade 12 School Certificate with a minimum of five (5) years “O” Level Credits including English Language and Mathematics.
  • Degree in Human Resources Management with 3 years experience in a reputable organisation.
  • A Masters in Human Resource and Public Administration is an added advantage.
  • Must be a Member of the Zambia Institute of Human Resource Management (ZIHRM) and fully paid up.
