Since 2012, the health financing program in Zambia has been supporting the government to improve resource allocation, financial management, and service delivery outcomes. In April this year, Parliament passed the National Health Insurance (NHI) Act with the stated aims of providing for sound financing of the health system, universal access to quality insured health care services, and the set-up of an associated agency and fund.
CHAI is seeking a highly motivated individual with outstanding technical capabilities to support the Ministry of Health (MOH) in the early stages of the NHI design and implementation. The Associate will report to the Health Financing Program Manager and will work closely with the Health Financing Unit at MOH to generate the evidence needed to make critical policy decisions on insurance roll-out.
Responsibilities
- Partner with CHAI staff and the MOH in the design of the NHI reform and other related policy issues
- Gathering evidence and conducting analyses to inform key policy decisions on the benefits package design for the insurance reform, estimating resource needs against resources available and supporting a prioritization process
- Supporting the development of a more routine benefits package design process by identifying capacity gaps in health technology assessment, as well as strategies to address them
- Supporting the development of more routine actuarial analyses by identifying capacity gaps in the government agency, as well as strategies to address them
- Supporting national capacity building to ensure the institutionalization and sustainability of this work
- Supporting generation of evidence to inform key design decisions on insurance systems, including the provider payment mechanism, accreditation systems, implementation structures, and information, communications and technology (ICT) systems
- Support MOH management and technical capacity by working directly with the Health Financing Unit at the national level
- Liaise with MOH and stakeholders working in Zambia, coordinating and participating in technical working groups
