JOB TITLE: Chief of Human Resources and Management Services
GRADE: P4
SALARY SCALE: COM$ 58,731 – COM$ 70,654 per annum plus allowances
DIVISION: Human Resources and Administration
DUTY STATION: COMESA Secretariat, Lusaka
REPORT TO: The Director of Human Resources and Administration

1.1 PURPOSE OF THE JOB

Strengthening the capacity and increase the efficiency of the institution through the maintenance of effective recruitment and management policies.

1.2 KEY TASKS

Under the direct guidance of the Director of Human Resources and Administration and overall guidance of the Assistant Secretary General (Administration and Finance), the incumbent will perform the following duties:

A. Contributing in the preparation and evaluation of staff policies, Rules and Regulations and ensuring that they are properly applied:

(i) Examining existing Human Resource Policies, Rules, and Regulations and make recommendations as appropriate;
(ii) Giving advice to Senior Management on Human Resource matters;
(iii) Conducting negotiations with staff representative bodies;

B. Planning and implementing the policy of upgrading the professional skills and competence of the Staff of COMESA by:

(i) Drawing up staff training schemes;
(ii) Requiring Directors of Divisions to discuss training needs with their staff and to see to it that they are up-to-date in their profession;
(iii) Establishing an interdivisional committee on training; and
(iv) Establishing language training courses.

C. Recruiting of qualified, experienced and competent staff including consultants and advisers by:

(i) Issuing accurate vacancy announcements internally and externally or both and disseminating them as widely as possible;
(ii) Screening applications in conjunction with the appropriate Director(s) of Divisions(s);
(iii) Preparing submissions to the reviewing bodies;
(iv) Advising such bodies as ex-officio on the Rules and Regulations;
(v) Arranging for the interviewing of short-listed candidates;
(vi) Transmitting the recommendations of the reviewing bodies to the Secretary-general; and
(vii) Ensuring that successful candidates receive letters of appointment and take up their positions as required.

D. Ensuring the provision of effective and efficient Human Resource services to COMESA and its staff members by:

(i) Calculating and communicating to the Finance Section approved and prevailing financial benefits of all staff members;
(ii) Managing effectively the prevailing health facility provision for staff members; and
(iii) participating in study exercises on staff matters.

E. Servicing and advising those who may be assigned to review any staff matters such as promotions bodies, disciplinary committees, and policy advisory bodies by:

(i) Ensuring that their composition is renewed on a periodic basis;
(ii) Ensuring staff representation in these bodies;
(iii) Supplying all members with copies of the Staff Rules and Regulations as well as the procedure for the conduct of business;
(iv) Giving advice on applicable Rules and Procedures and so guide the deliberations of the bodies; and
(v) Providing secretarial support.

F. Supervising the staff of the Unit by:

(i) Guiding them and ensuring that they apply the Rules and Regulations and are fully conversant with them;
(ii) Overseeing their work on a daily basis;
(iii) Preparing evaluation reports on them;
(iv) Discussing any staff complaints with them; and
(v) Finding out and easing bottlenecks.

G. Any other related duties that may be assigned by his or her superiors from time to time.

1.3. MINIMUM ACADEMIC QUALIFICATIONS

A Master’s Degree with specialization in Human Resource Management. A PhD degree in the relevant field would be an added advantage.

1.4. PROFESSIONAL EXPERIENCE

At least ten (10) years post qualification experience in supervisory or similar positions in a national, regional and international organization.

1.5 KNOWLEDGE AND SKILLS

(i) Knowledge of competency based Recruitment and Hiring Skills
(ii) Ability to engage and lead in the implementation and interpretation of Human Resource Policies and Strategies

(iii) Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail
(iv) Good interpersonal skills and the ability to build relationships with staff, Institutions and other external partners and donors
(v) Demonstrated proactive approaches to problem-solving with strong decision making capability

3.0. WORKING LANGUAGE REQUIREMENT FOR THE POSITIONS

Must be fluent in English and/or French and/or Arabic (speaking and writing). A combination of any two or all of these languages will be an added advantage.
