The Common Market for Eastern and Southern Africa (COMESA) is a regional grouping of 19
African States which have agreed to promote regional integration through trade development and
transport facilitation. More information can be obtained from the COMESA website
www.comesa.int. The COMESA Secretariat is responsible for providing the necessary technical
assistance and guidance in the formulation and implementation of the projects and the requisite
monitoring of activities.
In order to enhance the internal capacities to efficiently support the project development and
implementation at Member States level, the Secretariat is seeking the services of a Project
Manager who will work with the coordination unit of RISM and the Member States in the region
and a Senior Procurement Assistant to support COMESA and the Regional Integration Support
Mechanism (RISM) by acting as a primary resource to ensure that all RISM purchases are made
according to COMESA rules and regulations.
Job Title: SENIOR PROCUREMENT ASSISTANT
- Under the direct supervision of the Procurement & General Services Officer and in close
coordination with the RISM Coordinator. The specific duties and responsibilities shall include the
following: - Procure goods and consultancy services in line with COMESA Procurement rules and
regulations; - Ensure that all procurements are approved and executed in accordance with applicable
COMESA Procurement Rules and Regulations or EDF procedures whichever is applicable; - Prepare and facilitate the implementation of the COMESA annual procurement Plan in a timely
and efficient manner; - Evaluate proposals submitted by consulting firms and provide assistance during contract
negotiations; - Prepare Procurement Reports for Procurement and Contracts Committees;
- Draft, negotiate and finalize all types of contractual correspondence and documents;
- Update and maintain divisional records and filing system;
- Coordinate with Accounts Payable and applicable project staff, as needed, to resolve supplier issues concerning invoicing and payments issues;
- Provide support for projects funded under the RISM programme on procurement of services,
works and supplies including but not limited to reviewing procurement plans and supporting
evaluation processes; - Provide administrative support to the Procurement Section’s operations;
- Perform any other duties that may be assigned by the supervisor(s).
Required Professional Experience and Competencies for the Senior Procurement Assistant
- A Bachelor’s degree or equivalent in Business Administration, Procurement or Logistics from a
recognized University; - CIPS graduate diploma will be an added advantage;
- A minimum of five (5) years’ related experience;
- Knowledge and understanding of procurement/contracts principles and terminology as well as
basics of contracts administration; - Knowledge of, and experience with, the use and interpretation of EU Procurement rules, and
Public Procurement; - Ability to establish and maintain effective working relationships with other staff;
- Ability to perform duties that require close attention to detail, to prioritize workload and follow
tasks through to completion; - Effective report-writing and communication skills;
- Computer literacy;
- Must be ready to deliver within strict deadliness;
- Strong interpersonal skills;
- Result oriented, self-starter and be able to work with minimum supervision;
Remuneration: A monthly all-inclusive lump sum of Euro2,500.00 will be paid. However, this may
be adjusted where a candidate has less experience than requested.
ADDITIONAL INFORMATION FOR THE POST
Type of contract: The posts are under COMESA non established staff contracts.
Duration of Appointment: The contract will initially run up to 31 December 2016 with possibility
for extension subject to performance and availability of resources under the RISM programme.
Working Language Requirement: Must be fluent in English and/or French and/or Arabic
(speaking and writing). A combination of any two or all of these languages will be an added
advantage.
Location of performance of the Contract: The duty Station will be at the COMESA Secretariat
headquarters in Lusaka, Zambia. The successful applicants will also be required to undertake
significant duty travel to COMESA Member States, the African Union, other Regional Economic
Communities and any others identified in the line of duty.
