Zambia Female Youths Livelihood and Nutrition Enhancement Project
Individual Consultant for Community Development Facilitation (CDF) Western Province (Kaoma and Limulunga Districts)

1. Background

Concern Worldwide Zambia (CWWZ) has started implementing the Zambia Female Youths Livelihood and Nutrition Enhancement Project (FYNEP) from 1st of July 2015 in collaboration with World Bank with a Funding from the Japanese Social Development Fund. The Project Development Objective (PDO) is to improve access to livelihood opportunities and nutrition among selected female youths in targeted project areas. The project has 4 main components; a life skills curriculum to increase control and knowledge around life choices and nutrition, a livelihoods component focussed on agricultural livelihoods related to improved nutrition, a health component to directly support pre-conception nutrition and nutrition outreach. The project is implemented in close coordination with government at the Provincial and District level and through a National level Steering Committee chaired by the Ministry of Community Development Mother Child Health (MCDMCH). This project will benefit an estimated 24,600 persons in Limulunga and Kaoma Districts, through different project activities.
The project is seeking for the services of highly qualified Community Development facilitator to work as an individual consultant in the Western Province of Zambia.

2. Objectives of the Consulting Assignment

The main objective of this consultancy is to:

  • Provide technical support in the implementation of the Zambia Female Youth Livelihood and Nutrition Enhancement Project (FYNEP) activities in Kaoma and Limulunga districts.
  • Work with the Peer Leaders of the Girl Clubs and Community Volunteers on different activities including providing training, mentoring, organisation, supervision, and monitoring of the implementation of activities

3. Scope of the works

  • Work with the Project Support officer (Limulunga or Kaoma) to develop monthly plans for the project activities at the district level in line with the project document and the implementation guide and lead the execution of the work plans.
  • Work with Peer Leaders and community members to monitor the implementation of activities at Girls’ Club level both in the community and schools and provide the PL with continuous technical support
  • Conduct community sensitization activities for the project at the ward and community levels
  • Participate in the registration of project beneficiaries among the target groups (girls of age 10-21 years) using the agreed registration template.
  • Participate in the identification and selection processes of peer leaders hand in hand with the community opinion leaders.
  • Conduct training for Girls’ Club (GC) leaders.
  • Work with peer leaders in documenting the Girl Clubs activities and ensuring that relevant information is properly recorded.
  • Work with peer leaders to prepare the Girl Clubs reports ensuring that activities implemented, challenges faced and lessons learned are highlighted.
  • Regularly conduct field visits to monitor the performance of the GCs, peer leaders and the Community Health Volunteers (CHVs) and provide on the job technical support.
  • Participate in other activities within the cross-cutting themes like HIV and AIDS and Gender and liaising with the PSO as may be required.
  • Actively take part in the data collection for the situational analysis to identify barriers and opportunities to the achievement of the project objectives.
  • Coordinate project activities within the target wards, working with the relevant councilors and other key community opinion leaders.
  • To adhere to and support the implementation of the Concern staff code of conduct and Programme Participant Protection Policy
  • To contribute to and support the implementation of Concern Zambia’s Humanitarian Accountability Framework and plan.
  • Any other tasks aimed at improving the project requested by the line manager.
  • In close consultation with the M&E staff regularly collect the project monitoring data using digital device

4. Capacity Building and Transfer of Knowledge

The consultant will, through close collaboration with Concern team and local government structures, will support the delivery of relevant training for target beneficiaries, community leaders, Girls’ club peer leaders, community health volunteers and the government agricultural extension staff.

5. Reports and Schedule of Deliveries

  • Detail activity plan put in place for supporting the Girl Clubs which will be in line with the project implementation guide and implemented and updated on a monthly basis.
  • Peer leaders, Girl Clubs, and community volunteers receive regular support (visit each club at least once a month)
  • Regular monthly reports for activities implemented received
  • Reports from Girl Clubs and Community Health Volunteers compiled.
  • Training for Girls Clubs Peer Leaders and Community Health Volunteers conducted as per plans
  • Barrier analysis data collection completed in the respective ward
  • Establish and maintain good working relations with Camp Extension Officers, community health volunteers, and the Pear leaders.
  • Ensure regular monitoring data in respective ward and Girls Clubs is collected using DDG devices

The overall consultancy work will be for a maximum of 32 months. However, Concern may shorten the duration based on project demand and level of accomplishment of the first assignment. The consultant will be based at ward level and will be expected to ride a motorbike.

6. Data, services, personnel, and facilities to be provided by the Borrower

Concern Worldwide will provide all data, services, and facilities to support the consultant carry out this assignment.

7. Institutional and Organizational Arrangements

The Consultant will report to the Project support officers and work closely with PM&E Officer, District Programme Coordinators, Comp Extension Officers and Community Health Volunteers for effective project implementation.

8. Consultant’s Qualifications

  • Diploma level training in any of the areas of in agriculture, rural development, nutrition, health, community development or related field
  • At least 3 years progressive field experience working with rural communities with a focus on agriculture, conservation agriculture, life skills, health or nutrition.
  • Demonstrable experience of working with youth and women.
  • Excellent facilitation skills with an empowering style
  • Training experience in a related field

Ability to ride a motorcycle, with a valid license or willingness to learn to ride a motorcycle.

As this role is entirely working with young women between the ages of 10 and 24, preference will be given to suitably qualified female candidates.
