Concern Worldwide is an International humanitarian NGO working in Zambia since 2002. Concern’s Programmes focus on the extreme poor and work to improve nutrition, increase agricultural production, empower women and promote livelihood security and resilience in Central and Western Provinces. Gender equality and HIV & AIDS are mainstreamed within all Concern’s programmes.

Due to poor rains in the 2014/2015 growing season, Western Province experienced a 44% drop in maize yields over the previous year resulting in a serious food security crisis. The Government of Zambia is responding with food support for the most affected and Concern will support training of the District and Satellite Disaster Management Committees to support distribution and response.

With funds from Irish Aid, Concern will also provide 4,000 farmers with seed to replace stocks for the 2015/2016 growing season and advice regarding climate smart agriculture practices that can cushion against variable rainfall and drought.

Job Title: Recovery Support Project Manager

We are currently looking to recruit a Recovery Support Project Manager to be based in our office in Senanga on a 7month assignment. Concern is an equal opportunity employer and would welcome applications from qualified women.

Purpose of Post:  The principal purpose of the position will be to lead implementation of the Recovery Support Project in Senanga, Nalolo, Limulunga, and other districts that may come on board as part of the recovery support intervention. The post holder will be responsible for managing the project team as well as collaborating with key stakeholders to enhance implementation of the Project. The Recovery Support Project Manager will work closely with the District Program Coordinator to manage the project budget including the overhead cost and provide regular input into the management accounts on a monthly basis.

Main roles and responsibilities

Project implementation and budget management

  • Prepare detail monthly activity plan in line with the objectives of the project and project proposal and ensure that the project activities are implemented within the time frame and resource.
  • Regularly review the budget utilisation based on the management account and provides timely feedback in conjunction with the DPC
  • Liaison with the key stakeholders (DDMC, MAL and SDMCs) in all project target  districts for effective implementation of the project.
  • Coordinate with IPRWEP/CA project staff to maximise joint learning and ensure coherence of messaging while minimising targeting overlap.
  • Ensure project activities are implemented and managed in line with the agreed work plan and budgets.
  • Provide timely submission of monthly reports on the project implementation status in the target Districts to DPC in Mongu.
  • Maintain a database of the supported beneficiaries ( in hard or soft copy)
  • Maintain high standard of stewardship and accountability for all project resources
  • Ensuring high quality standards of implementation and adherence to the Code of Conduct and the P4
  • Facilitate different community and stakeholder meetings at district and community levels to support the implementation of the project.
  • Ensure gender and HIV & AIDS are mainstreamed in all project activities.

Staff management

  • Manage and support the Community Development Facilitators (CDF’s)  that will be assigned in the project target districts to implement their individual work plans
  • Ensure that all staff have clear performance objectives and review the implementation of these objectives with the team.
  • Closely follow up on the day to day activities of the field staff and make sure the team are working in a result oriented manner.
  • Facilitate the required technical and management support for the staff to implement the planned activities timely and within the available resource

Monitoring and evaluation

  • Conduct weekly field visits with staff, review the performance of the staff at the field level, and provide regular feedback and technical support to the field team.
  • In collaboration with the PM&E support officer, ensure that the project database is in place for the target beneficiaries
  • Prepare monthly report and ensure that the report provides information on the outputs achieved as a result of the project
  • Draft quarterly donor reports
  • Facilitate regular monthly and quarterly review meetings with concern and stakeholders as appropriate and follow on the implementation of the action points from reviews

Other key tasks and responsibilities

  • Follow up the complaint response mechanism and ensure that complaint from beneficiaries get timely response.
  • To adhere to and support the implementation of the Concern staff Code of Conduct and Programme Participant Protection Policy as described in the National Staff HR Manual
  • Other tasks as directed by the line manager.

Education and Qualifications Required:

Desirable: A first degree in Agriculture, Development studies or related fields.

Experience Required:

Essential:

  • A Bachelors degree in Development Studies, Agricultural sciences, Social Science or related field.
  • Experience managing or working in a relief/emergency project
  • At least 4 years’ experience of working in NGOs including managing a team and building relationships amongst stakeholders.
  • Experience of budgeting, activity planning, monitoring, and reporting
  • Experience of working on community development and in partnership with government and civil society
  • Technical agricultural knowledge would be desirable.
  • Programme management experience

Special skills, aptitude or Personality Requirements:

Essential:

  • Good analytical skills and English language documentation and reporting skills.
  • good inter personal skill and communication skill
  • Strong computer skills particularly Word and Excel
