Since 2000 CRS Zambia has been implementing a number of programmes to support vulnerable communities in Zambian. Recent programming areas include: nutrition, agriculture, food security, HIV/AIDS, WASH, financial inclusion, and early child development.

Project Summary

Children who grow up in safe, healthy, nurturing families have better outcomes in life—including improved cognitive, emotional, and social development, better health, and greater success in school. To help break the cycle of poverty, CRS is implementing the Inclusive Family Support Project in Zambia to create more resilient families and communities.

CRS’ Children in Families Strategic Change Platform is a bold initiative to strengthen families. The goal of the platform is to help vulnerable children thrive in safe, healthy, and nurturing families; create more resilient and supportive communities; and work with governments to establish policies and systems that strengthen families. CRS also advocates with governments, donors, and other regional and global stakeholders to direct resources and support to strengthening families.

Through the Inclusive Family Strengthening Project in Zambia, CRS will build upon decades of experience in community and family strengthening activities—and our strong partnerships with the Catholic Church, governments, and local organizations—to ensure families in targeted communities have the resources and skills to care for children. To strengthen families, CRS will help caregivers learn and practice positive parenting; connect isolated families with supportive communities; help children—especially children with disabilities—attend remote or in-school learning and access health and social services; and build families’ resources through savings groups, cash grants, school vouchers and financial education.

Objective

The consultant will identify prospective organizations focused on offering services to persons with disabilities and develop a referral system to deliver complimentary support to IFSP, in order to support identified families living with children with disabilities in the community to have increased access to services and supports.

The consultancy is divided into the following components :

1. Anti-stigma messages

I. Develop guidelines or checklist for the project to be able to identify instances of stigma that children and families are facing within the community to inform SBCC approach
II. Develop messages to disseminate within the communities aimed at preventing stigma against persons with disabilities and their families to be integrated in the overall SBCC approach.
III. Engage Ministry of Community Development and Social Services and organizations of people with disabilities in development of messages

2. Service mapping and referral networks

I. Identify and facilitate discussions with local organizations of people with disabilities
II. Create a directory and map of disability-related services in the project area.
III. Advise CRS and partners as they create referral pathways
IV. Develop job aids for volunteers to support referrals for education and health services
V. Provide troubleshooting to address weaknesses in referral pathway

Geographic coverage for mentorship support includes:

  • Luapula, Chifunabuli district – Lubwe and Kasaba towns.
  • Copperbelt, Ndola and Luanshya Districts

Discussion with CRS team to get details about implementation site specifics and strategy 6 April, 2021
Design of sensitization messages 19 to 30 April
Review of messages by the IFSP team 3 to 7 May
Incorporate feedback from IFSP team to produce final version 10 to 15 May

Service Mapping and Referrals
Activity Time frame
Develop mapping tool and revise for local context 18 to 22 May 2021
Conduct mapping, including the identification of organizations of people with disabilities 25 to 29 May 2021
Create directory of service providers for referral of project beneficiaries. Present to IFSP team for review 1 to 9 June 2021
Incorporate feedback & provide recommendations to IFSP team 12 to 16 June 2021
Assess referral pathways and troubleshoot with partners on a quarterly basis 19 June to TBA

Reporting

The consultant will be required to submit a report at the end of the training. Subsequently quarterly reports will be required for each supportive mentoring session held with partners.

Duration of Consultancy

The consultancy will be over 3 to 6 months and payment is upon successful completion of each activity.

Qualifications & Experiences

  • Experience advising NGOs on disability mainstreaming
  • Experience working with organizations of persons with disabilities
  • Experience developing or conducting disability awareness and anti-stigma in Zambia, including digital social behavior change (SBC) messaging
  • Experience in developing referral systems and support networks
  • Able to work under minimum supervision
  • Ability to travel to various project sites to provide onsite mentoring support to partners
