Terms of Reference for Consultancy Services
Title of study: Scale up of the Pilot Study of the Cost of Gender Based Violence Research (Cost of GBV) initiative which seeks to work with communities to determine the social and economic cost of GBV to individuals, families, communities, institutions and the State.
1. Background:
CARE International has been working in Zambia since 1992 in partnership with local non-governmental organizations to deliver a range of activities aimed at improving the lives of poor, vulnerable and socially excluded people especially women and girls. This includes right-based work in areas such as women’s empowerment, natural resource management, climate change, maternal/child/ neo-natal (MNCH) health, governance and accountability. CARE is currently implementing its Gender Based Violence Country Office Strategy with an aim to support advocacy for the formulation and effective implementation of legislation and public policy related to GBV and other related women’s rights, through resource mobilization, capacity building and feeding in evidence from CARE’s program work.
In 2014, CARE in partnership with the Zambia Association for Research and Development (ZARD) undertook a pilot study on the economic cost of GBV which covered only Lusaka District. CARE now seeks a consultant to scale up the study in 23 districts, taking into account the stakeholders’ feedback from the pilot which CARE will avail. The study will track the social costs, intangible mental and physical health costs, time cost, and direct monetary costs that domestic violence has on four main levels of society: individual, family, community and the State.
2. Objectives of the study:
- Identify and quantify direct costs, non-monetary costs, and the economic and social multiplier effects of GBV.
- Generate evidence on the social and economic costs of GBV at the community and national level, including its effect on the country’s GDP.
- Compare and contrast the direct costs and non-monetary costs of GBV in rural and urban areas.
- Generate evidence for a national advocacy campaign promoting increased budgetary allocation to GBV activities that support the implementation of the National Gender Policy and Anti-Gender Based Violence Act 2011
- Identify and analyse gaps in the existing GBV support system and suggest possible solutions.
3. Process/Methodology:
The study will be broken into two parts:
i. The first part will be on the cost of GBV at the individual and family levels. The objectives of this study will be to develop a comprehensive framework that could be used to quantify the cost of GBV on the individual and family levels in Zambia.
ii. The second part will be on the expenditure of Government and Non-Governmental Organizations. The objective will be to quantify the expenditures on GBV at the macro level.
The consultant is expected to develop a methodology for undertaking both parts of the study. The sample size in both should be large enough to be extrapolated to a national picture.
4. Study sites:
The study will be conducted in the following locations:
- Central: Chibombo, Kabwe, Kapiri Mposhi and Mumbwa.
- Copperbelt: Chingola, Kitwe, Luanshya and Ndola.
- Eastern: Chipata, Katete, Nyimba and Sinda.
- Lusaka: Chilanga, Chongwe and Kafue.
- Muchinga: Chinsali and Nakonde.
- Southern: Choma, Livingstone, Mazabuka, Monze and Kalomo.
- Western: Mongu
5. Time Frame:
The duration of the assignment should be within 80 to 90 days from the date of signing the contract. This period covers briefings between CARE and the consultant, desk review, field visits, consultations, workshop facilitation, finalization, validation and sharing of the report.
6. Roles and responsibilities:
CARE will support the consultant by providing relevant CARE documents and guidance and will provide feedback to the process and reports. CARE will also help to arrange field visits and meetings with staff, partners and stakeholders, but will not provide secretarial support.
Consultant:
The consultant will:
- Prepare a comprehensive research plan to be discussed and finalized with inputs from the assigned CARE team.
- Conduct literature review of existing relevant documents.
- Develop research tools in consultation with CARE team
- Conduct data collection, analysis and interpretation
- Facilitate a one-day stakeholders review workshop in Lusaka
- Prepare and present preliminary findings to stakeholders
- Prepare and submit final report.
7. Qualifications and Competencies:
- Experience in conducting socio-economic research and analysis
- Experience in gender matters
- Extensive understanding of the social, policy and legal environment on gender, GBV and institutions involved in addressing it, politics and governance agreements underpinning gender.
- Ability to design comprehensive research plans/frameworks
- Proven track record of undertaking such similar assignments
- Strong facilitation, analytical and report writing skills
