TERMS OF REFERENCE

INFORMATION, EDUCATION, AND COMMUNICATION (IEC) CAMPAIGN CONSULTANT

1. BACKGROUND

Zambia Association of Gynaecologists and Obstetricians (ZAGO) is a non-profit organization established in 2005 with main function of bringing together and representing medical professionals who are specialized in obstetrics and gynecology in Zambia.

ZAGO is an affiliate of the International Federation of Gynaecologists and Obstetricians (FIGO) which is a global institution representing the interests of Gynaecologists and Obstetricians and providing guidance to the practice of obstetrics and gynaecology globally. The Association undertakes various projects seeking to improve the Sexual and Reproductive Health and Rights (SRH&R) of Zambian women and adolescent girls.

2. INTRODUCTION

Maternal mortality remains a serious threat to Zambia’s health system. One of the contributing factors to maternal deaths is unsafe abortion. In 2009, the Ministry of Health estimated that about 23% of incomplete abortions were among women younger than 20 years, while 25% of maternal deaths due to induced abortions were in adolescent girls.

The Information, Education and Communication (IEC) campaign targeting adolescent girls is important as the target group is among the most victims of unsafe abortion. Through production of various IEC materials and activities, the campaign seeks to inform and educate adolescent girls on the dangers of illegally and unsafely terminating pregnancy.

3. SPECIFIC OBJECTIVES

The consultancy aims to develop innovative messaging and delivery mechanisms based on comprehensive analysis and mapping of the target group, their vulnerabilities and uptake of relevant reproductive health and Comprehensive Abortion Care (CAC) services.

The major objective is to:

  • Reduce incidences of unsafe abortions in adolescent girls

4.0 SCOPE OF WORK AND EXPECTED ACTIVITIES

The Consultant will therefore be expected to undertake the following tasks among others:

  • Review existing literature relating unsafe abortion in adolescent girls and present an inception report with detailed workplan.
  • Work with identified adolescent groups and develop appropriate messages.
  • Produce short animations and video with punchy messages suitable for social media platforms.
  • In line with ZAGO advocacy messages, produce and distribute t-shirts.
  • Identify IEC materials/activities suitable for mass messaging to create awareness among adolescent girls around unsafe abortion and CAC.
  • Organize discussion forums with the target audience on specific issues around reproductive health and unsafe abortions.

5.0 DELIVERABLES

  • Detailed analytical work plan including a list of documents to be reviewed.
  • Final report detailing the successes, challenges, and opportunities regarding involve-ment of adolescents in unsafe abortion campaigns.

6.0 DURATION:

This assignment is expected to be completed within 30 working days beginning 1st April to May 15th, 2020.

7.0 QUALIFICATIONS AND REQUIRED COMPETENCIES

  • Must at least possess a degree in communication-related field or social sciences. A masters degree is preferred.
  • At least five (5) years’ experience in conducting IEC campaigns.
  • Expertise in developing audio-visual material such as podcasts, video clips and 2D/3D anima-tions.
  • Excellent skills in developing storyboards for use in audio-visual materials.
  • Experience in developing IEC/BCC materials and/or marketing advertisements
  • Demonstrable understanding of the communication preferences of adolescents and young people.
  • Experience in carrying out similar assignments will be an added advantage.

8.0 EXPRESSION OF INTEREST SHOULD INCLUDE

  • Technical proposal: brief profile about the consultant with particular emphasis on previous experience in this kind of work; understanding of the ToR and task to be accomplished.
  • Financial Proposal: This should provide cost estimates for the consultancy.
